Chapter I General Provisions Article 1 In order to guarantee and promote the construction of China (Hubei) Pilot Free Trade Zone and give full play to its leading, driving and exemplary role, these Measures are formulated in accordance with the overall plan of China (Hubei) Pilot Free Trade Zone and relevant laws and administrative regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to the China (Hubei) Pilot Free Trade Zone (hereinafter referred to as the Pilot Free Trade Zone) approved by the State Council. The Pilot Free Trade Zone consists of Wuhan area, Xiangyang area and Yichang area. Article 3 In accordance with the general idea of "opening to the outside world, innovation-driven, green-led and industrial agglomeration", the Pilot Free Trade Zone takes innovation in system and mechanism as the core, takes replicability and popularization as the basic requirements, boldly tries, boldly breaks through and independently reforms, bases itself on the central region, radiates the whole country, goes out, promotes innovation-driven development, promotes industrial transformation and upgrading, and strives to build a central demonstration zone, strategic emerging industries and high-tech industrial agglomeration areas in an orderly manner. Article 4 The provincial people's government shall set up a leading group for the work of the Pilot Free Trade Zone to study and decide on major issues concerning the construction and management of the Pilot Free Trade Zone, and coordinate the construction and development of the Pilot Free Trade Zone.

As the office of China (Hubei) Pilot Free Trade Zone, the commerce department of the provincial people's government is responsible for the daily work of the leading group of the Pilot Free Trade Zone.

The people's governments of Wuhan City, Xiangyang City and Yichang City respectively set up the area management committees of the Pilot Free Trade Zone, as the agencies of the Municipal People's Government, and under the unified leadership of the leading group of the Pilot Free Trade Zone, they are responsible for the specific affairs of the reform and experiment in each area. Article 5 The relevant departments of the provincial people's government shall support all the work in the Pilot Free Trade Zone, straighten out relevant relations and strengthen coordination and cooperation.

The people's governments of Wuhan, Xiangyang and Yichang should innovate the economic and social management mode, clarify the division of labor with the district in economic and social affairs management, and actively promote the construction of the Pilot Free Trade Zone. Article 6 The Pilot Free Trade Zone shall learn from the successful experience of other domestic pilot free trade zones, absorb the relevant practices of free trade at home and abroad, and strive to build an open pilot free trade zone. Chapter II Investment and Trade Article 7 The Pilot Free Trade Zone implements the system of pre-entry national treatment plus negative list management for foreign investment, and the negative list management mode is applicable to foreign investment in the Pilot Free Trade Zone. Foreign-invested projects outside the negative list (except domestic-funded projects reserved and approved according to the regulations of the State Council) and the establishment and change of foreign-invested enterprises shall be put on record, which shall be handled by the administrative committees of the pilot free trade zone. Article 8 The Pilot Free Trade Zone shall establish a foreign investment information reporting system and a foreign investment information publicity platform; We will improve the protection mechanism for investors' rights and interests and allow qualified foreign investors to freely transfer their legitimate investment income. Article 9 Enterprises in the Pilot Free Trade Zone invest and set up enterprises abroad, and the management mode is mainly the filing system. Article 10 The Pilot Free Trade Zone shall actively cultivate and expand new trade formats and functions:

(a) the development of cross-border electronic commerce, support the cultivation of comprehensive foreign trade service platform;

(2) Carry out futures bonded delivery, warehouse receipt pledge financing and other businesses in areas under special customs supervision, and expand the pilot varieties of futures bonded delivery in a timely manner;

(three) to carry out domestic and foreign high-tech and high value-added products testing and maintenance business pilot and overseas high-tech and high value-added products remanufacturing business pilot;

(4) developing licensing trade and other forms of technology trade, and expanding foreign cultural trade and copyright trade;

(five) to undertake information technology, biomedical research and development, management consulting, engineering design and other service outsourcing business. Article 11 In the special customs supervision area of the Pilot Free Trade Zone, the entry-exit service supervision mode of "first-line liberalization and second-line safe and efficient management" shall be implemented, the management measures of the special customs supervision area shall be integrated and optimized, and the innovation of port supervision system shall be explored according to the development needs of the Pilot Free Trade Zone.

Relying on the public platform of electronic ports, we will speed up the construction of a "single window" for international trade and incorporate the export tax rebate declaration function into construction projects. Article 12 The inspection and quarantine institution shall provide the following conveniences for the market participants in the Pilot Free Trade Zone:

(1) Implementing the management mode of separate supervision, pre-inspection, registration and write-off of bonded exhibition trading goods;

(2) Promoting the establishment of an international networking verification mechanism for inspection and quarantine certificates;

(three) to encourage the establishment of third-party inspection and testing institutions to accept the results of third-party inspection;

(four) to promote the commodity sampling system based on enterprise credit evaluation in an orderly manner;

(5) The first line mainly implements on-site quarantine, inspection and handling of entry and exit; The second line mainly implements inspection and quarantine supervision and laboratory testing of import and export products. Article 13 Improve the customs clearance cooperation mechanism in the Pilot Free Trade Zone, carry out cooperation in goods clearance, trade statistics, mutual recognition of certified operators, inspection and certification, and deepen the reform of customs clearance integration.

Actively promote the port supervision departments of customs, inspection and quarantine, frontier defense and maritime affairs in the Pilot Free Trade Zone to realize information exchange, mutual recognition of supervision and mutual assistance in law enforcement. Chapter III Financial Services Article 14 In accordance with the principle of risk control and serving the real economy, the Pilot Free Trade Zone has steadily carried out pilot projects such as expanding the opening of the financial sector, enhancing the functions of financial services, promoting innovation in technology and finance, and improving the financial risk prevention and control system.
