Liu was born in 1968, a native of Huangpi County, Hubei Province, and graduated from the Department of World Economics of Wuhan University. 1July, 1997, he was authorized as a trader in the trading account opened by the State Reserve in LME, and even became the only trader authorized by the State Reserve to conduct overseas futures trading after March, 2003.
