The Rotterdam Film Festival (IFFR) in the Netherlands advocates the individualism and vitality of young people. Its core part, Tiger Award Competition Unit, is aimed at young authors. Fifteen works only accept the first or second work, and the Three Tigers Award is even. This is rare in film festivals all over the world. In addition to fully explaining their opposition to standards and giving priority to encouragement, at least they effectively avoided mediocrity caused by compromise of judges' opinions. Rotterdam's leftist position is more clearly reflected in its support for films in developing countries. So far, almost 30 projects in China have been supported by this fund. What is rare is that HBF is still advancing with the times. Since last year, they have set up a special project for DV movies, and each selected project can get a production fee of 20,000 euros. As we all know, it is more than enough to use this money to complete a DV work in China. Just like what is most often seen now, there are few people and the scene is big. Compared with other European film funds for developing countries, such as the French southern fund and the German World Film Fund, the HBF in Rotterdam has the least conditions and the lowest threshold, so it has the strongest charity. Many films it supports have no market ability, so it is impossible to enter local cinemas, which makes investors get a return. But for the latter two, the cost of a film is too low and lacking. This situation may be related to the ability of the local art film market, but it is a fact anyway.
