The State Post Bureau of the People’s Republic of China, established in 2008 (deputy ministerial level), serves the people of the People’s Republic of China* **A national bureau administered by the Ministry of Transportation and Communications.

Establish a universal service mechanism. China Post Group Corporation assumes universal service obligations. Through legislation to determine the scope and standards of universal services, postal enterprises must establish and improve cost reduction incentive mechanisms and strive to reduce universal service costs while ensuring universal service capabilities and service standards. On this basis, losses in universal postal services are subsidized by the state finance.

In order to support the development of the postal industry, enhance universal service capabilities, and protect citizens’ basic communication rights, the state implements necessary tax reduction and exemption policies for special services such as universal postal services and confidential communications. Specific measures will be discussed by the Ministry of Finance. The State Administration of Taxation has studied and proposed this plan, which will be implemented after approval by the State Council. At the same time, the state has established a universal postal service fund. Specific collection and use management methods will be developed by the Ministry of Finance in consultation with relevant departments, and will be announced and implemented after approval by the State Council.
