Interim Provisions of Qiqihar Municipality on the Establishment of Party and Government Organs and Institutions and the Unified Management of Wage Funds
Article 1 In order to more effectively control the staff expansion of party and government organs and institutions and the unreasonable growth of wage funds, these Provisions are formulated according to the spirit of the Notice on Strengthening the Unified Management of Party and government organs, people's organizations and institutions at all levels and the actual situation of our city jointly issued by seven departments including the provincial editorial board in 1987. Article 2 According to the principle of who compiles and who manages the wage fund, the wage funds of all fixed employees, contract workers and temporary workers in municipal party and government organs, people's organizations and institutions shall be managed by the municipal compilation department in a unified way, but the management methods may be different:

(a) directly under the party, government, mass organizations, administrative legal persons and institutions directly under the preparation and wage fund, unified management by the municipal preparation department. City planning department in the annual total wage plan, according to the base provided by the municipal preparation department (including preparation, actual number of people and the amount of wage funds), cut into pieces to the municipal preparation department, and the wages will reach all grass-roots units;

(two) the wage fund of the institution affiliated to the department shall be cut into pieces and handed over to the competent department for management, but the personnel must be controlled within the establishment number. The municipal planning department shall issue wage fund indicators according to the base provided by the municipal preparation department, and the municipal preparation department shall conduct supervision and inspection. Article 3 Party and government organs directly under the municipal government, administrative legal persons and institutions directly under the municipal government shall pay monthly wages from 20th of last month to 5th of this month, and send the payroll and the detailed list of monthly wages to the municipal preparation department for review. After being audited by the municipal compilation department, the "Register of Total Wages Payment" and the "Detailed List of Monthly Wages Payment" are stamped with the seal of "Approved by the Municipal Editorial Board" at the same time, and the banks pay wages accordingly. Article 4 Party and government organs directly under the municipal government, administrative legal persons and institutions directly under the municipal government shall, at the same time, submit the registration form of personnel increase or decrease to the municipal preparation department, and the newly added personnel shall be examined and registered by the municipal preparation department. According to the personnel and salary changes of the above-mentioned units, the municipal preparation department adjusts the annual salary fund plan index every year 10.

The personnel changes of the institutions affiliated to the department shall be reported to the municipal preparation department by the competent department at the end of each quarter. Fifth municipal party and government organs, administrative legal persons and municipal institutions in principle do not use temporary workers with fixed posts. When seasonal temporary workers are needed, the above-mentioned relevant units shall submit the employment plan to the municipal department in advance on a quarterly basis. According to the annual temporary workers' wage fund plan issued by the municipal planning department, the municipal preparation department issued quarterly temporary workers' use indicators and handed them over to the labor department for employment procedures. Article 6 An overstaffed unit shall stop transporting personnel and make adjustments within a time limit; Full-time units should go out first and last; In principle, the recruitment of staff-lacking units should be adjusted from existing personnel according to the requirements of quota, quota, posts and personnel structure.

Party, government, mass organizations and government companies shall not transfer personnel from enterprises and institutions. Those who occupy the staffing or long-term secondment of enterprises and institutions should be returned within a time limit, otherwise the wage fund will be deducted according to the staffing or secondment number until it is returned. Seventh directly under the party, government, mass organizations and institutions are not allowed to pay wages beyond the plan. In order to facilitate supervision, a unit is only allowed to receive wages in one bank. Eighth directly under the party, government and mass organizations to increase personnel, should be strictly in accordance with the provisions. In violation of the provisions of the self mobilization of personnel, the preparation department will not be recognized, nor will it be added to the wage fund plan. Article 9 The relevant departments of staffing, organization, personnel, labor, planning, finance, banking, etc. shall perform their respective duties and cooperate closely to do a good job in the unified management of staffing and wage funds. Article 10 The Municipal Organizing Committee shall be responsible for the interpretation of these Provisions, and the Office of the Municipal Organizing Committee shall organize their implementation. Article 11 These Provisions shall come into force on 1 May, 9881day. Article 12 In case of any conflict between these provisions and those of the superior, the latter shall prevail.
