The General Office of the Shenyang Municipal People's Government issued the Shenyang Shantytown Renovation Implementation Plan on February 7 in accordance with the country's overall requirements for accelerating the shantytown transformation work and to further improve the living conditions and living environment of the people in our city. This plan was specially formulated based on the actual situation of our city.

1. Working principles (1) Government-led and regional responsibility.
Under unified leadership, the municipal government identifies shantytown reconstruction projects, implements annual reconstruction plans, and formulates unified policies for shantytown reconstruction.
Each region is responsible for the reconstruction of shanty towns within its own region, and in principle organizes state-owned companies in the region to carry out the reconstruction, development and construction of shanty towns within the region.
(2) Scientific planning and self-balance.
The renovated land plots shall be constructed in accordance with the principles of scientific planning, rational utilization, and maximizing returns, and strive to achieve self-balance of funds.
(3) Clarify tasks and advance steadily.
In accordance with the shanty town reconstruction tasks assigned by the municipal government, each region reasonably breaks down the annual reconstruction plan, clears the completion time limit, organizes and implements it step by step, and actively and steadily advances.
2. Renovation Tasks (1) Shanty Town Renovation Tasks.
There are 33 planned renovation projects, involving 12,423 households.
1. There are 14 urban shanty town reconstruction projects, involving 3,822 households.
Among them, there is one renovation project in Tiexi District, which is the Baogong Street office land project, involving 509 households; there are 10 renovation projects in Huanggu District, namely Lane 151, No. 135 Zhujiang Street, No. 139 Zhujiang Street, Xin'anjiang
No. 19 Street, No. 90 Yanhe Street, No. 98 Yanhe Street, Central Hospital North, Weihe Street East, Nos. 42 and 44 Xianggong Street, and Financial School West projects, involving 816 households; 3 Dadong District reconstruction projects, respectively
It is the first phase project of Tutu Lane on Tangzi Street, Gongzheng Lane on Dadong Road, and East Station Railway, involving 2,497 households.
2. There are 7 shanty town reconstruction projects in three counties and one city, involving 1,462 households.
Among them, there are 2 reconstruction projects in Xinmin City, namely the Industrial and Commercial Bureau North Project and the Procuratorate South Project, involving 328 households; there are 2 renovation projects in Liaozhong County, namely the Vocational Education Center North Project and the Zhangjiawan Project, involving 770 households;
There is one reconstruction project in Ku County, the Xiaodong Street project, involving 159 households; there are two reconstruction projects in Kangping County, namely the Government Road North and Yingbin Road North projects, involving 205 households.
3. There are 12 urban village reconstruction projects, involving 7,139 households.
Among them, there are three reconstruction projects in Dadong District, namely the Dongzhan Primary School, Dazhi Village, and Liugangtun projects, involving 1,133 residents; there are five reconstruction projects in Dongling District (Hunnan New District), namely the National University Science and Technology City and Wangnan Village
, Wangbei Village, Ganhezi and Gaokan Village projects, involving 2,779 households; one renovation project in Yuhong District, the Yutai Village project, involving 750 households; one renovation project in Sujiatun District, the Wencheng Village project
, involving 1,580 households; there are two reconstruction projects in Liaozhong County, namely the No. 2 Yingbin Road South and Aosinian Village projects, involving 897 households.
(2) The city’s dilapidated building renovation tasks.
It is planned to renovate 281 dilapidated buildings, involving 1,299 households.
Among them, 28 buildings were renovated in Heping District, involving 291 households; 15 buildings were renovated in Shenhe District, involving 44 households; 14 buildings were renovated in Tiexi District, involving 326 households; 44 buildings were renovated in Dadong District, involving 246 households; Dongling District
(Hunnan New District) renovated 50 buildings, involving 50 households; Yuhong District renovated 5 buildings, involving 15 households; Shenbei New District renovated 80 buildings, involving 80 households; Sujiatun District renovated 1 building, involving 7 households

The district, county (city) government where the above-mentioned dilapidated houses are located will implement the renovation plan and organize the expropriation of the houses. All the renovation work of dilapidated houses will be completed before the flood season.
The renovation of dilapidated buildings enjoys the shanty town renovation policy and is implemented by each region.
3. Relevant policies (1) Tax reduction and exemption policies.
For shanty town reconstruction projects, government funds (including urban infrastructure supporting fees, special funds for bulk cement, special funds for new wall materials, urban education surcharges, local education surcharges, urban utility surcharges, etc.) are exempted;
Administrative charges (including off-site construction fees for air-raid basements, termite control fees, etc.); land transfer income is after deducting special funds set aside by the state and province (including agricultural land development funds, state-owned land income funds, and low-rent housing security funds)
, education funds, farmland water conservancy construction funds), all will be returned to the relevant regional governments and used exclusively for shanty town reconstruction projects.
(2) Preferential tax policies.
The construction of resettlement housing in shanty town reconstruction shall be carried out in accordance with the relevant national tax preferential policies.
