(1) Supported project conditions

3, for the purpose of production, sales, technical services and profitability, products or services have clear market demand and strong market competitiveness, and can produce better economic and social benefits;

4. The project is in line with the key support scope of the Innovation Fund.

(2) The enterprise undertaking the project shall meet the following conditions

1. has the status of an independent enterprise legal person and is controlled by the Chinese side;

2, mainly engaged in the research, development, production or service of high-tech products, the application for support of the project must be within the business scope stipulated in its business license as an enterprise legal person;

3. The leading group has strong market development ability and high management level, and has the consciousness of continuous innovation; Having a sound financial management system and qualified financial management personnel;

4. The proportion of scientific and technical personnel with college education or above in the total number of employees shall not be less than 30%, and the proportion of scientific and technical personnel directly engaged in research and development shall not be less than 10%.

5. Good business performance, with an asset-liability ratio of no more than 70%; The annual R&D funds for technical products shall not be less than 5% of the operating income of that year (new enterprises registered in that year are not subject to this restriction);

6. The registered capital of the enterprise applying for the grant-free project is not less than 300,000 yuan, the number of employees is not more than 300, the total assets are not more than 50 million yuan, the annual operating income is not more than 50 million yuan, the planned new investment of the project is not more than100,000 yuan, the self-owned funds of the enterprise are more than 2 times of the amount of innovation funds applied for by the province, and the net assets of the enterprise are more than 2 times of the amount of innovation funds applied for by the province. The project implementation period is two years (from the project start)

7. The number of employees of enterprises applying for discount loan projects shall not exceed 500, the total assets shall not exceed 80 million yuan, the annual operating income shall not exceed 80 million yuan, and the new investment shall not exceed 30 million yuan. The project implementation period is more than two years and less than three years (the implementation period is calculated from the date of project declaration).

8 science and technology projects supported by the National Science and Technology Fund shall provide relevant approval documents and proof of acceptance conclusion (the declaration of key innovation projects shall be accompanied by proof of approval and acceptance conclusion of the National Innovation Fund).
