Can public welfare foundations set up subordinate enterprises?

According to the provisions of Article 12 of the Regulations on the Administration of Foundations, if the Foundation intends to set up branches or representative offices, it will carry out activities according to the authorization of the Foundation, and it does not have the status of a legal person. Therefore, in charitable organizations, not only social organizations can set up branches, but also foundations can set up branches according to law. It should be noted that although the law allows social organizations and foundations to set up branches, branches are prohibited from setting up branches again. Social organizations shall not set up regional branches.
