Article 1 In order to mobilize the enthusiasm and creativity of transportation system scientific and technical personnel and the majority of employees, promote transportation science and technology progress, and accelerate transportation modernization, in accordance with the spirit of the "Regulations on Scientific and Technological Progress Awards of the People's Republic of China", combined with the transportation system
According to the actual situation, the Ministry of Communications Science and Technology Progress Award is established and these measures are formulated.
Article 2 The scope of the Ministry of Transport Science and Technology Progress Award includes: soft scientific research results that provide theoretical and practical basis and methods for decision-making at all levels and various types of management of the transportation system, outstanding scientific and technological research results and standardization applied in transportation modernization construction
and scientific and technological information research results, as well as projects that have made outstanding achievements in the promotion, adoption, digestion and absorption of advanced scientific and technological achievements at home and abroad in the technological transformation of the transportation sector, major engineering design, construction and transportation production.
Article 3 The Science and Technology Progress Award of the Ministry of Communications is divided into three categories<font size=+1>Award level Honorary AwardBonus First Prize Certificate of 5,000 yuan Second Prize Certificate of 3,000 yuan Third Prize Certificate of 1,500 yuan</font>Award items
The grade should be determined based on the level of technical or academic level, the degree of technical difficulty and the degree of economic or social benefits achieved. The specific evaluation criteria will be determined separately.
Article 4: Projects that have made special contributions to promoting the advancement of transportation science and technology may be awarded a special prize, with the award amount being higher than the first prize, upon recommendation by the Science and Technology Progress Award Review Committee of the Ministry of Communications and approval by the Ministry.
Article 5 The bonus for the Science and Technology Progress Award of the Ministry of Communications shall be paid from the Science and Technology Development Fund of the Ministry of Communications.
Article 6: Transportation science and technology progress projects completed by units or individuals in the transportation system, or transportation science and technology progress projects whose tasks originate from the Ministry of Transportation and completed by other units or individuals, can apply for the Ministry of Transportation Science and Technology Progress Award.
Article 7 Projects applying for awards must be projects that have been promoted and applied for more than one year after passing the appraisal (evaluation) or that can be regarded as meeting the above conditions according to relevant regulations or decisions.
Projects that have won national natural science awards, invention awards, science and technology progress awards, and provincial, autonomous region, municipality or other ministerial level science and technology progress awards will no longer apply for the Ministry of Communications Science and Technology Progress Award.
New products that have been modified after receiving ministerial awards must have significant improvements or substantial breakthroughs in structural performance, raw materials, and process methods over the original products before they can apply for awards again.
Sub-projects generally do not apply for awards separately.
If a sub-project can be independently and widely used in other aspects, you can also apply for awards separately, but you are not allowed to share the honors and bonuses of the overall project.
Article 8 Projects applying for awards shall be submitted by the completing units according to their affiliations; projects completed by several units simultaneously shall be submitted by the first undertaking unit according to their affiliations after consensus is reached; the tasks originate from the Ministry of Communications and shall be submitted by other units.
Completed projects shall be applied directly by the completing unit; individual non-job research projects of transportation system employees may apply directly.
The Transportation Science and Technology Progress Award is assessed annually, and the submission period for award projects is from the beginning of November to the end of December each year.
Projects applying for awards must pay an evaluation fee, which is RMB 40 per unit application and RMB 4 per individual application, which will be remitted when submitting the award application form.
Article 9 Projects applying for awards must fill out the "Ministry of Communications Science and Technology Progress Award Application Form" in accordance with the prescribed format and content, and attach the following documents; (1) Appraisal (evaluation) certificate or other certification documents of the same nature; (2)
Proof of economic benefits issued by the financial department or proof of social benefits issued by relevant departments; (3) Proof of application in production or practice; (4) Papers, research reports, experimental reports, drawings, technical documents, user reports or
Proof etc.
Number of copies to be submitted: The declaration form and attachments (1), (2) and (3) should be bound into a volume, in thirty copies, and attachment (4) should be in one copy.
Article 10: The Ministry of Communications Science and Technology Progress Award Evaluation Committee is established to be responsible for evaluating the projects applied for awards and recommending projects submitted by the Ministry of Communications to apply for the National Science and Technology Progress Award.
The Ministry of Transport Science and Technology Progress Award Evaluation Committee is located in the Science and Technology Bureau of the Ministry of Transport and is responsible for the registration, formal review and organization of preliminary review of application for award projects.
Article 11 After the award-winning projects evaluated by the Science and Technology Progress Award Review Committee of the Ministry of Communications are announced, if you have any objections to the content of the award-winning project, the completion unit, etc., you should submit a written submission to the Science and Technology Progress Award Review Committee of the Ministry of Communications within two months.
The committee proposes that the chairman and deputy chairmen of the review committee or the relevant designated members handle the objection based on the content of the objection and the applicant’s response to the objection.
After receiving the notice of objection handling issued by the Ministry of Communications Science and Technology Progress Award Evaluation Committee office, the applicant should submit a written reply to the objection within one month. Projects that fail to submit objection reply within the time limit will not be awarded.
Article 12: The distribution of bonuses should not be egalitarian, and the bonuses for major achievers should be no less than 50 to 70%.
