Thirteenth public graduate students should report (in person or by mail) to the embassy or consulate where they are located with the Qualification Certificate for Studying Abroad Funded by the National Fund for Studying Abroad and the Registration Certificate for Public Students within 0/0 days of their arrival at the destination of studying abroad, and go through the registration or online registration procedures as required by the embassy or consulate.

Fourteenth public graduate students should keep in constant contact with embassies and consulates and selection units, and submit the "Report Form on Learning/Training of National Public Overseas Students" to embassies and consulates and domestic selection units at the end of each semester (see Annex 4).

Fifteenth publicly funded graduate students should consciously safeguard the honor of the motherland, abide by the laws of China and the countries where they study, respect the customs and habits of the local people, and have friendly exchanges with the local people.

Article 16 Embassies and consulates should attach great importance to and actively care about the thoughts and learning situation of publicly-funded graduate students during their study abroad, establish a regular contact and tracking system, and seriously and timely distribute funds for publicly-funded graduate students. Report to the Ministry of Education and the Overseas Study Fund Committee on the management of graduate students going abroad at public expense every academic year.

Seventeenth selection units should actively cooperate with the Scholarship Fund Committee and embassies and consulates abroad to deal with related issues in the management process. During the period of studying abroad, public graduate students should promptly put forward clear opinions to the overseas study fund Committee on issues such as applying for extending the study abroad period, returning home early, and engaging in postdoctoral research, and take effective measures to ensure that the public graduate students selected by the unit successfully return to China to serve.

Article 18 Scholarships provided by the National Fund for Studying Abroad for public graduate students include meals, accommodation, transportation, telephone, books and materials, medical insurance, communication, one-time placement and pocket expenses. After the publicly-funded graduate students arrive in the country of study abroad, they should proceed from the actual situation of the country of study abroad and purchase medical insurance in time according to the requirements of the government or research institutions of the country of study abroad.

Nineteenth public graduate students should study hard, improve efficiency, complete their studies within the prescribed time limit for studying abroad and return to China as scheduled. Without the approval of the Scholarship Fund Committee, you may not change your study status, study period, study country and study institution (research institution) without authorization during your study abroad.

Returning to China early to obtain a degree is regarded as completing the study abroad plan ahead of schedule and returning to China on schedule.

Public graduate students are not allowed to apply for exemption from immigration.

Twentieth public graduate students should generally be admitted to study abroad institutions (research institutions) to complete their studies. Within the prescribed time limit for studying abroad, if the unit studying abroad needs to be changed due to academic or research needs, the following procedures shall be performed:

When an institution studying abroad (research institution) changes its department or major, it shall present the consent letter of the selecting unit and the foreign tutor (partner) and report it to the embassy or consulate for the record;

To change the study abroad institution (research institution), an application should be submitted to the embassy or consulate two months in advance, and an opinion letter from the selection unit, an opinion letter from the original study abroad institution or tutor (collaborator) and an acceptance letter from the newly admitted study abroad institution or tutor (collaborator) should be issued, which will be reported to the Scholarship Fund Committee for approval by the embassy or consulate.

The change of study abroad unit is limited to the original country of study abroad.

Public graduate students who have been approved to change their study abroad institutions should report to the current embassies and consulates abroad within 10 days after arriving at the new study abroad institutions. The original embassy or consulate should forward (inform) the relevant information and materials to the current embassy or consulate in a timely manner, and do a good job in management convergence.

Article 21 If public graduate students are unable to continue their studies for some reason and really need to return to China ahead of schedule, they should apply to the embassy or consulate, and issue opinions and relevant certificates from the selected institutions, overseas study institutions or tutors (collaborators), which will be reported to the Overseas Study Fund Committee by the embassy or consulate for examination and approval.

Once the public graduate students are approved to return to China in advance, their qualifications for studying abroad in the next national public school will be terminated.

Among the public graduate students who have returned to China in advance with the approval of the Scholarship Fund Committee, if the transferring unit can resume its domestic studies (nationality) in accordance with the regulations on school (nationality) management, the transferring unit shall go through the formalities for resuming studies in accordance with the regulations; On-the-job personnel return to the unit where the original personnel relationship is located; Fresh graduates start their own businesses according to their existing academic qualifications.

Those who return to China early without approval shall be handled by the Scholarship Fund Committee in accordance with relevant regulations.

Twenty-second publicly funded graduate students can use the study abroad institutions (research institutions) in the countries where they study abroad to return to China for vacation or collect information. Going back to China for vacation or collecting information should be approved by the institution or tutor (partner) studying abroad and reported to the embassy or consulate for approval.

Public graduate students can return to China for vacation within the specified study period: if the study period is between 12 months and 24 months (inclusive), the return time will not exceed 1 month, and scholarships will be issued as usual; If the duration of studying abroad is more than 24 months (excluding), the time for returning to China shall not exceed 2 months or/kloc-0 once a month, and scholarships will be issued as usual, and the travel expenses for returning to China will be taken care of by themselves; If the time for returning to China exceeds the above-mentioned times and time, the scholarship will be stopped from the date of exceeding.

During the prescribed period of studying abroad, you should take a vacation or study abroad at your own expense. You can only choose one public graduate student to go back to China for vacation or study abroad in the same year, and you can't enjoy it at the same time. Scholarships will be awarded within 15 days of going on vacation or studying abroad; Those who exceed the above times and time will stop issuing scholarships from the date of exceeding.

Twenty-third public graduate students can not insist on dropping out of school due to illness, should obtain the consent of the tutor (partner) of the study abroad institution, and go through or re-submit the procedures for retaining the student status of the study abroad institution. The embassy or consulate shall promptly report the relevant information to the overseas study fund Committee for approval.

Public graduate students who drop out of school due to illness are generally limited to one semester; Those who have not recovered after the expiration of the period may apply for continuing to suspend their studies, and the cumulative period shall not exceed one year (inclusive). During this period, after treatment and rehabilitation, you should submit the medical certificate of domestic medical institutions, the opinions of selecting units, the retention of student status and the admission notice of overseas study institutions and other related materials to the scholarship Committee, which will decide whether to return to China to continue your studies after consulting the embassy or consulate; After treatment, you still can't return to China to study normally, and you will return to China in advance according to Article 21.

Public graduate students who have dropped out of school due to illness and returned to China for more than one year will be automatically disqualified from studying abroad. If the selection unit can resume domestic studies (nationality) in accordance with the provisions of the school (nationality), the selection unit shall go through the formalities for resuming studies in accordance with the provisions of the school (nationality); On-the-job personnel return to the unit where the original personnel relationship is located; Fresh graduates start their own businesses according to their existing academic qualifications.

During the period of returning to China due to illness, public graduate students stopped issuing living expenses for foreign scholarships; Before going abroad for on-the-job (school) personnel, the domestic medical expenses during the period of suspension due to illness shall be borne by the transferring unit according to the provisions of the unit; For those who are not on-the-job (studying) before going abroad, the domestic medical expenses shall be borne by the individual.

Twenty-fourth publicly funded graduate students who attend international academic conferences or conduct short-term academic investigations during their study abroad shall obtain the consent of the tutors (collaborators) of the study abroad institutions and report to the embassies and consulates.

Participate in international academic conferences or short-term academic visits at your own expense.

Article 25 If a public graduate student fails to obtain a degree within the prescribed time limit for studying abroad, and it is really necessary to extend the study time due to academic problems, and the tutor of the study abroad institution proves that he can obtain a degree within the extended time, he shall submit a written application to the embassy or consulate two months in advance, issue a letter of opinion from the tutor and selection unit of the study abroad institution, and the embassy or consulate shall put forward clear opinions according to his daily study performance and report it to the study abroad fund committee for approval.

Those who are allowed to extend the time limit shall go through the relevant procedures such as renewing the agreement with the Overseas Study Fund Committee.

The expenses shall be borne by itself within the approved extension period.

Article 26 If a public graduate student fails to obtain a degree despite his efforts within the prescribed time limit for studying abroad, the embassy or consulate shall report his learning attitude, daily performance and the actual situation of the overseas study institution in the host country to the Overseas Study Fund Committee, issue relevant certificates after approval, and go through the formalities for returning home after completing his studies.

Article 27. Public-funded graduate students who are in urgent need of professional fields in the country can continue to engage in postdoctoral research for no more than two years after obtaining their doctoral degrees abroad, with the consent of the selection unit and the approval of the overseas study fund Committee, if the visa policy of the country where they are studying allows.

1. Public graduate students should apply to the embassy or consulate two months in advance, and issue an opinion letter from the transfer unit, study abroad institution or tutor (partner). The embassy or consulate put forward clear opinions and reported them to the overseas study fund Committee for examination and approval.

2 Scholarship Fund Committee shall examine and approve according to the combination of postdoctoral research topics and national science, technology and economic development, and organize experts to conduct appraisal and review when necessary. After postdoctoral research returns to China, it is necessary to submit a research report to the overseas study fund Committee.

3. All expenses shall be borne by oneself during the postdoctoral research.

Article 28. For those who are lax in discipline and engage in activities unrelated to study, which seriously affect their study, embassies and consulates abroad should criticize and educate them, and report the poor performance of overseas study institutions and tutors (collaborators). If it is still not corrected, it should be reported to the Scholarship Fund Committee in a timely manner, and the Scholarship Fund Committee will handle it in accordance with relevant regulations.

Twenty-ninth publicly funded graduate students return to China after the expiration of their studies, and the embassies and consulates will choose the return route and provide international travel expenses in accordance with state regulations, and take China civil aviation flights to return to China; There are no civil aviation flights in China, so it is safe and economical to buy air tickets for foreign flights.

Article 30 Once a graduate student from a public school is sent by contract, his status of studying abroad from a public school will not change due to the change of funding source or treatment. Those who receive other scholarships shall obtain the consent of the Scholarship Committee and sign a supplementary agreement, and always abide by the relevant state regulations on studying abroad and fulfill the relevant obligations such as returning to China on schedule.

If you voluntarily give up the national study abroad fund and the national public study abroad status, or unilaterally terminate the agreement, the study abroad fund Committee will handle it according to relevant regulations.

Thirty-first public graduate students who change their nationality during their study abroad shall be deemed to have renounced their national public study abroad status, and shall be handled by the Scholarship Fund Committee in accordance with relevant regulations.
