The National Development and Reform Commission and the Ministry of Agriculture, in order to strengthen the management of funds for the development and construction of new vegetable fields, control the requisition and allocation of land, develop new vegetable fields and develop vegetable production, have formulated regulations on the collection and management of funds for the development of new vegetable fields in cities and counties in accordance with relevant national and provincial regulations. The municipal land departments, financial departments, agricultural committees, China Construction Bank and Agricultural Bank are required to organize the implementation respectively, and the municipal audit department is responsible for supervising and inspecting the implementation. If the following construction is approved for requisition and allocation of vegetable fields and intensive fish ponds within the municipal area, the new vegetable field development and construction fund shall be paid. The collection of funds for the development and construction of new vegetable fields shall be the responsibility of the local land department, and shall be included in the management of extra-budgetary funds after being collected and remitted by the Construction Bank, which shall be stored in special accounts and used for special purposes.
