Article 2 The protection, utilization and management of Yungang Grottoes, as well as tours, inspections or other activities within the protection scope of Yungang Grottoes, shall comply with these regulations.

Article 3 The protection of Yungang Grottoes should adhere to the policy of giving priority to protection, rescue first, rational utilization and strengthening management, correctly handle the relationship between cultural relics protection, economic construction and social development, and ensure the safety of Yungang Grottoes and its cultural landscape and natural environment.

Ecological coordination.

Article 4 The Municipal People's Government shall strengthen its leadership over the protection of the Yungang Grottoes, incorporate the protection of the Yungang Grottoes into the national economic and social development plan at the same level, incorporate the required funds into the fiscal budget, and strengthen the construction of protection institutions and talent teams.

Article 5 The municipal cultural relics department is responsible for the supervision and management of the protection of the Yungang Grottoes and its affiliated cultural relics.

The Yungang Grottoes Protection and Management Agency is responsible for the daily work of the Yungang Grottoes and its associated cultural relics such as safety, repair and maintenance, scientific research, display, value dissemination, and cultural tourism.

Relevant departments such as municipal development and reform, urban and rural planning, environmental protection, finance, land and resources, coal, forestry, water affairs, public security, industry and commerce, safety supervision, housing and urban and rural construction, tourism, and the people's government where the Yungang Grottoes are located shall, in accordance with their respective responsibilities

Do a good job in the protection and management of Yungang Grottoes, its cultural landscape and natural ecology.

Article 6: Encourage the establishment of Yungang Grottoes Protection Social Fund through donations and other means.

Natural persons, legal persons and other social organizations are encouraged to participate in the protection of Yungang Grottoes by donating, funding, providing services or making suggestions.

Chapter 2 Protection and Management Article 7 The Yungang Grottoes protection and management agency shall formulate an annual protection plan and organize its implementation in accordance with the "Yungang Grottoes Protection Master Plan", and report it to the provincial and municipal cultural relics authorities for filing.

Article 8 The protection scope of the Yungang Grottoes is centered on the Yungang Grottoes and is divided from the inside to the outside into a protected area, a construction control zone and an environmental coordination zone.

Article 9 The Yungang Grottoes Protected Area includes above-ground protected areas and underground protected areas; the above-ground protected areas are divided into key protected areas and general protected areas.

Above-ground protected area: east to the east side of the Yungang Grottoes Heritage Monitoring Center, south to the dam on the south bank of Shili River, west to Xiwan (including Luban Kiln), and north to Yungang Substation.

Among them, the key protected area is all the grotto area north of the existing road on the northern edge of the Qing Dynasty Theater, and the area outside the key protected area is the general protected area.

Underground protected area: Taking the northeast corner of the Ming Dynasty castle on the cliff of Yungang Grottoes as the base point, it runs 1,230 meters to the east, 900 meters to the south, 960 meters to the west, and 660 meters to the north.

This baseline takes a 70-degree collapse angle outward and extends downward for a range of 300 meters.

Article 10 The control zone for the construction of the Yungang Grottoes: extends to the middle ridge of Xiliang in the east, to the Jinhuagong Mine Railway in the south and southwest, and to the north side of the Luban Yao Grottoes - the Yungang Substation connection in the north.

Article 11 Yungang Grottoes Environmental Coordination Zone: to the west boundary of Xiaozhan built-up area in the east, to the tributary of Shili River about 1.5 kilometers west of Jiaoshan Grottoes in the west, to the first layer of the hilltops on both sides of Shili River in the south and north

The ridge line is the boundary.

Article 12 The Municipal People's Government shall set up world cultural heritage, national key cultural relics protection units and other protection signs and boundary markers within the protection scope.

No unit or individual is allowed to move, dismantle or damage without authorization.

Article 13 Within the Yungang Grottoes Environmental Coordination Zone, no environmentally polluting enterprises shall be built, renovated, or expanded, and no photovoltaic power stations, wind power stations, or other buildings that are incompatible with the Yungang Grottoes shall be constructed.

Cutting down trees in the Yungang Grottoes Environmental Coordination Zone must be approved by the forestry authorities before implementation.

Article 14: Buildings, cemeteries, etc. that hinder the protection and utilization of historical and cultural relics in the environmental coordination zone shall be demolished and relocated by the relevant competent departments.

Existing industrial building sites, ancient dwellings and other historical relics in the environmental coordination zone cannot be demolished or constructed by any unit or individual without the approval of the local government.

Article 15 Within the construction control zone, in addition to complying with the provisions of Articles 13 and 14 of these Regulations, the following activities are also prohibited: (1) Construction of industrial and mining enterprises, expansion of industrial and mining land and residential land, and new residential areas

; (2) Activities such as mountaineering, quarrying, mining, land reclamation, building tombs and monuments that damage the landscape, vegetation and topography; (3) Building facilities to store explosive, flammable, radioactive, toxic and corrosive items;

(4) Setting off fireworks and firecrackers, burning straw, vegetation, and garbage; (5) Littering or discharging untreated industrial wastewater and domestic sewage; (6) Flying sky lanterns or unmanned aircraft; (7) Other matters that may affect Yungang

Grotto safety and activities that damage cultural landscapes and natural ecology.
