The Confucius Foundation of China was established in Qufu City, Shandong Province in September 1984 under the guidance of Gu Mu and approved by the Central Committee of the Communist Party of China.

In August 1996, he was transferred from Beijing to Jinan with the approval of the central leadership and was led by the Shandong Provincial Committee of the Communist Party of China.

Currently Han Xikai is the president and Wang Daqian is the chairman and secretary-general.

The association was recommended by all parties through consultation. The council is composed of 164 famous scholars and celebrities from all over the country. Gu Mu, vice chairman of the National Committee of the Chinese People's Political Consultative Conference, is elected as the honorary president, and Zhou Gucheng, vice chairman of the Standing Committee of the National People's Congress, is elected as the chairman.

Honorary consultants: Wang Guangying, Bai Shouyi, Liu Yi, Liu Jingji, Li Yaowen, Zhou Nan, Hu Ping, Rong Yiren, Huang Zhou, Liang Buting, Jiao Ruoyu and Chu Tunan are honorary consultants.
