(six) responsible for attracting investment, talent introduction and foreign economic and technological exchanges in Wuhan Chemical Industrial Zone;
(seven) to assist the relevant departments to manage the agencies located in Wuhan Chemical Industry Zone; Coordinate the administrative work of customs, inspection and quarantine, foreign affairs and other administrative departments in Wuhan Chemical Industry Zone;
(eight) responsible for the prevention and disposal of emergencies in Wuhan Chemical Industry Park and other emergency management work;
(nine) to undertake other duties entrusted by the Municipal People's government and other matters assigned by the Municipal People's government. Article 5 The Administrative Committee of Wuhan Chemical Industry Zone shall set up necessary internal organs according to the principle of simplification, unification and efficiency, and can make dynamic adjustments according to the needs of work within the total number of institutions approved by the municipal organization department; Rational allocation and effective use of staffing, through government procurement of services, the implementation of civil service appointment system, etc., to establish a mechanism for employing people and using staffing.
Municipal public security, taxation and other departments to set up agencies in Wuhan Chemical Industrial Zone shall, according to the statutory duties of the department, give the agencies corresponding management authority. The organization accepts the leadership of the superior organization and the guidance and coordination of the Wuhan Chemical Industry Zone Management Committee. Article 6 The Administrative Committee of Wuhan Chemical Industry Park shall, jointly with the relevant municipal administrative departments, formulate the master plan and industrial development plan of Wuhan Chemical Industry Park according to the requirements of the city's national economic and social development plan, urban master plan, land use master plan, ecological environment protection plan, safety production plan, relevant regional and industrial planning, as well as the industrial characteristics of the petrochemical industry and the goal of building a first-class eco-chemical park, and organize the implementation after being approved by the Municipal People's Government. Article 7 The land consolidation and reserve institution of Wuhan Chemical Industry Zone is entrusted by the municipal land consolidation and reserve institution to be responsible for the land consolidation, reserve and supply of Wuhan Chemical Industry Zone. Accept the overall coordination of the municipal land consolidation and reserve institutions in business, and accept the supervision of the municipal land planning and other departments. Article 8 The Administrative Committee of Wuhan Chemical Industry Zone shall formulate a talent development plan, establish and improve the system of talent training, use, mobility and evaluation, support the units in the zone to introduce high-end leading talents and high-level talents as needed, and provide preferential policies in innovation and entrepreneurship support, population management, education of minor children, social insurance, etc. Article 9 Wuhan Chemical Industrial Park shall, in accordance with the development concept of circular economy and industrial ecology, make use of good natural resources of mountains and rivers, build a high-standard natural ecological protection system, form a spatial pattern, industrial structure, production and lifestyle of resource conservation and environmental protection, and promote the green, circular and low-carbon development of the park economy. Article 10 Investors at home and abroad are encouraged to apply advanced Internet of Things technology to build a modern warehousing and transportation platform, develop and build a chemical logistics center and a chemical trading platform, and promote the construction of a chemical port logistics zone. Article 11 Enterprises, universities, research institutes and other organizations and individuals are encouraged to set up research and development centers for new chemical technologies, research and development centers for large enterprises and Industry-University-Research bases in Wuhan Chemical Industry Zone, and build high-end service platforms such as chemical testing centers and testing institutions to provide support for enterprise production and scientific research activities.
Encourage the establishment of small and medium-sized scientific and technological innovation enterprise incubation bases and other business incubation service institutions in Wuhan Chemical Industrial Zone, and provide business incubation services such as venues, equipment, capital and marketing for enterprises. Business incubation service institutions recognized by the state, province and city can enjoy relevant preferential policies if they meet the prescribed conditions.
Encourage the creation and application of intellectual property rights in Wuhan Chemical Industry Park, strengthen the management and protection of intellectual property rights, and create a good environment for enterprise development. Article 12 Domestic and foreign investors are encouraged to invest in various chemical, public works and industrial supporting projects in Wuhan Chemical Industry Zone in accordance with the catalogue of industries, products and technologies encouraged by the state and the relevant guidance catalogue of foreign businessmen (including Hong Kong, Macao and Taiwan). Encourage social capital to invest in infrastructure and municipal projects in various ways according to law.
Wuhan Chemical Industry Park has set up special funds for industrial development to promote investment and support the cooperative development, technological transformation and the development of strategic emerging industries such as new materials and new energy.
