It is forbidden to build or rebuild coal mines with sulfur content greater than 1.5%, to build coal mines with sulfur content greater than 3%, to mine mineral resources in areas prone to geological disasters, to quarry, sand and soil in dangerous areas of landslides, mudslides and natural landscape destruction, to collect soil and burn bricks in basic farmland protection areas, to carry out open-pit mining activities in ecological function protection areas and to build railways.
