The development of port area plays an important role in urban development. In the long run, it is a strategic space for Shanghai to achieve innovation-driven and transformational development. At present, it is an important engine for the steady and healthy development of Shanghai's economy. In order to speed up the development of the port area, since last year, the municipal party committee and the municipal government have organized forces to conduct special research and formed a series of research results. On this basis, in September last year, the Municipal Party Committee and the Municipal Government officially issued the Opinions on Establishing Special Mechanisms and Implementing Special Policies in Port-adjacent Areas (referred to as the "Double Special" Policy). The introduction of the "double special" policy will provide important support and guarantee for Lingang to accelerate the gathering of high-end manufacturing industries, gather innovative and entrepreneurial talents, and strengthen the integration of production and city.
First, about the functional orientation of the port area.
To speed up the development of port-facing areas, it is necessary to plan the strategic positioning of port-facing areas from a high starting point. The "Double Special" policy opinion of Lingang puts forward that Lingang area highlights the functions of high-end manufacturing, R&D innovation, comprehensive service and ecological livability, and becomes a strategic emerging industry innovation leading area with strong R&D innovation ability and high-end manufacturing agglomeration, a gathering area of innovative and entrepreneurial talents with high quality and efficient service, and a demonstration area of modern production and city integration development with perfect facilities, convenient life and various functions. By 2020, the port area will be basically built into a "smart city" with high concentration of high-end manufacturing elements, efficient linkage between advanced manufacturing and modern service industries, a modern coastal new city with livable industries and integrated production and city, a demonstration base for strategic emerging industries and advanced marine economic development in China, and a resource-saving and environment-friendly national new industrialization demonstration base.
Second, about the industrial development in the port area.

The "Double Special" policy of the port proposes to accelerate the development of three leading industrial clusters and two supporting industries: First, strengthen and enlarge the high-end equipment manufacturing industrial cluster. The "double special" policy of port access proposes to strengthen policy integration and innovation breakthrough and establish eight special mechanisms in accordance with the strategic positioning of gathering high-end manufacturing industries, gathering innovative and entrepreneurial talents and strengthening the integration of production and city. The "Double Special" policy has made a relatively complete statement on the functional orientation of the port area. In order to be reflected in the Measures and meet the requirements of legislative expression, the core content of functional orientation is summarized in Article 3. The specific performance is "highlighting the functions of high-end manufacturing, R&D and innovation, comprehensive service and livable life, and building Lingang area into a strategic emerging industry innovation leading area, an innovative and entrepreneurial talent gathering area, and a modern production city integration development demonstration area".

Shanghai Lingang Industrial Zone Management Committee and Nanhui New Town Management Committee merged to form Shanghai Lingang Area Development and Construction Management Committee. Article 4 of the Measures adjusts the name of the Administrative Committee, making it clear that the Administrative Committee is an agency of the Municipal People's Government, entrusted to manage Pudong New Area and responsible for promoting the development and construction of the port area as a whole. At the same time, in Article 2, the scope of the management area is expanded to "the port-facing area consists of the central area (Nanhui New City), the main industrial area, the comprehensive area, the heavy equipment industrial area, the logistics park and the port-facing Fengxian sub-area", and the eastern and southern boundaries are adjusted to "the area surrounded by the eastern and southern planning coastlines, excluding Yangshan Bonded Port Area (land area)".
The fourth is to establish a guarantee mechanism to promote the development of port-facing areas.
In order to consolidate the reform and innovation achievements of the port management system, the "double special" policy has established eight special mechanisms in the port area. To this end, Article 9 of the Measures identifies ten types of administrative examination and approval items entrusted by the CMC; In article 11, it is clear that the CMC will undertake six kinds of daily management affairs. In addition, the Measures also make relatively complete and specific provisions on the establishment of administrative examination and approval service centers in port areas (Article 13), attracting institutions to gather (Articles 17 and 18) and attracting talents (Article 19).
With the cooperation of all parties, the port area will become an important carrier for Shanghai to promote innovation-driven and transformational development, and play an important role in expanding the strategic space for Shanghai's "four centers" construction and realizing the transformation from "Made in Shanghai" to "Made in China".
(3) Zhu Jiajun, Party Secretary and Executive Deputy Director of the Management Committee of Lingang District, introduced the detailed implementation rules supporting the "double special" policy of Lingang.
In order to implement the spirit of the "Double Special" policy and management measures, the Port Management Committee has formulated corresponding implementation policies, which are referred to as "30 Ports" for short.
I. General situation of the port area
Lingang area is located in the southeast corner of Shanghai, at the intersection of the Yangtze River and Hangzhou Bay, bordering Pudong Airport in the north and Yangshan Deepwater Port in the south. With a coastline of 13 km, it has unique dock resources. The planned area is 3 15 square kilometers, which consists of equipment industrial zone, logistics park, main industrial zone, comprehensive zone, Lingang Fengxian park, marine high-tech zone and Nanhui New City. At present, a three-dimensional transportation network has been initially formed in the port area: it is connected with the national railway network through Pudong Railway, the Yangtze River Delta transportation network through two expressways, and the Shanghai urban rail transit network through the upcoming subway 16 line. The 20,000-ton port terminal will be completed soon, and the comprehensive location advantages of shipping, air transport, railways, highways and inland rivers will be accelerated.
The development and construction of the port area has an important position in the whole city, and it is a strategic space for Shanghai to realize innovation-driven and transformational development. Since the development and construction began in 2003, under the leadership of the municipal party Committee and government, after nearly ten years of unremitting efforts, it has achieved good results. By the end of 20 12, the accumulated investment in fixed assets was11600 million yuan, and the total industrial output value maintained an average annual growth rate of 45%, forming a "6+ 1" industry of new energy equipment, complete vehicles and parts, key parts of ships, marine engineering, construction machinery, civil aviation and strategic emerging industries.

Second, the institutional guarantee and implementation of the double-special policy
After the Municipal Party Committee and the Municipal Government made a major decision to implement the "Double Special" policy in the port area, the management system of the port area was immediately adjusted. Implementing the "integration of management and operation", that is, the management committee of the development zone and the government are merged into one team, and the original management committee of Lingang Industrial Zone, the management committee of Nanhui New Town in Pudong New Area, Shenzhen-Hong Kong Street and Luchaogang Town are abolished, and the management committee of Lingang Development and Construction in Pudong New Area and Nanhui New Town are established, thus forming a brand-new pattern of unified planning, development and management of Lingang area. At the same time, the Economic and Information Committee and the Agricultural Committee of Pudong New Area have settled in Lingang, and the industrial and commercial and tax departments of the new area have set up new branches in Lingang, with more than 1 000 administrative staff working in Lingang. The port administrative service center was established, 12 business departments were stationed one after another, and 36 service windows were opened, involving 280 administrative examination and approval and service items, initially forming a one-door quality service system.
In order to implement the spirit of "Double Special Policies", after listening to the opinions of relevant municipal and district departments, development subjects and key enterprises in the port area, and combining with the actual situation of the port area, the Port Management Committee has formulated 30 implementation policies for the port area.
III. Main contents of Port 30
Generally speaking, the port area is still in the stage of large investment and development, with a large amount of development and heavy tasks. The particularity of "developing production on flat land and building cities on flat land" determines the arduousness and urgency of accelerating development. The key to the development and construction of the port area is to break through the bottleneck problem and reflect the strategic orientation of accelerating the gathering of high-end manufacturing industries, gathering innovative and entrepreneurial talents and strengthening the integration of production and city. To this end, the "Thirty Ports" focuses on the following four aspects.
(1) On industrial function agglomeration. First, support the development of high-end manufacturing. In terms of financial support, on the basis of the inclined support of the city and district, the Lingang Management Committee will allocate some funds to support seven categories of projects such as strategic emerging industries. In terms of financial support, the seed fund 1 100 million yuan, which is dominated by state-owned assets, was set up to attract social funds to set up the port industry fund 1 100 million yuan. In the enterprise contribution award, the new contribution of key enterprises to the district level is used to support their development. It is hoped that through the above preferential policies, the competitiveness of high-end manufacturing enterprises in Lingang area will be enhanced. In terms of headquarters economy, we plan to build a business cluster and encourage enterprises to set up headquarters in the port area. In terms of "three new" enterprises, we support "three new" enterprises, software industries and cultural and creative industries such as new models, new formats and new technologies. In terms of life service industry, urban life service enterprises with chain brands and necessary business formats in the community will be rewarded with rent and property management fees. It is hoped that through the above preferential policies, modern service enterprises will be gathered to develop in the port area.
(2) About attracting and gathering talents. In terms of talent introduction, on the basis of national, municipal and district awards, the Lingang Management Committee will also give the same awards to imported high-end talents at the district level. In terms of talent registration and reward, enterprises and key institutions in port areas can directly settle down or apply for talent residence permits for high-skilled talents in urgent need; High-end talents and middle and senior managers of headquarters enterprises, whose new contributions to the district level are used to reward such personnel; Talents from key basic education and medical institutions are given a monthly allowance to come to Hong Kong. In terms of housing and old-age security, eligible units can buy public rental housing, and individuals can buy "double-fixed and double-limited houses"; Take the lead in establishing a multi-level security system and personal tax deferred old-age insurance in the port area. It is hoped that through the above preferential policies, the population gathering in the port area will be accelerated and high-end talents will be attracted.
(3) Effective control of comprehensive costs. In terms of land cost, ensure that the port area becomes a land cost depression in Shanghai. In terms of land transfer, flexible transfer of industrial land is implemented, and land for industrial projects, land for comprehensive facilities in big cities and land for major functional projects can be transferred in a planned way. In terms of greening balance, Lingang Industrial Zone implements the overall balance of the park. It is hoped that through the above preferential policies, the cost of investment and development of enterprises in Lingang area will be reduced.
(4) About the comprehensive supporting environment. In terms of public transportation, improve the short-distance subway bus and plan public transportation systems such as trams. In terms of life support, we will provide high-quality life support services, provide middle and high-end talents with convenient schooling for their children and a green channel for their own medical treatment, and encourage all kinds of large-scale activities to be held in Lingang. I hope that through the above preferential policies, we can speed up the improvement of living facilities in the port area and realize the integration of production and city.
From 24 "double special" policies to 30 "port-facing" policies, the special policies in port-facing areas are being gradually implemented.
