Public offering foundations are divided into national public offering foundations and local public offering foundations according to the geographical scope of raising. For non-profit organizations, the voluntary donation of resources by the public is determined by the public's willingness to donate, rather than the coercion of capital mechanism and the transaction of market mechanism. Generally speaking, the credibility of a public offering foundation is to publicly explain the flow of various resources obtained by the institution, and whether various operations are effective and conform to the purpose and social commitment of the institution, so as to prove that it is a reliable institution.

The difference between public offering foundation and private offering foundation;

1. Different fundraising targets: charitable foundations: donations can be raised directly from the public; Non-public offering foundation: Do not directly raise funds from the public.

2. Geographical scope of fund-raising activities: Public Offering of Fund: It is divided into national Public Offering of Fund and local Public Offering of Fund. Public fund-raising activities of national public welfare foundations can be carried out nationwide, and public fund-raising activities of local public welfare foundations can only be carried out within the administrative area where they are registered. Non-public foundations: There are no geographical restrictions because they do not raise funds from the public.

3. Registered original fund (unit: RMB): Public Offering of Fund: not less than 8 million yuan nationwide and not less than 4 million yuan locally; Non-public offering fund: not less than 2 million yuan.

4. Registration authority: public welfare foundation: the national public welfare foundation is registered by the non-governmental organization management agency of the Ministry of Civil Affairs; Local public offering foundations shall be registered by the civil affairs departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. Non-public offering foundations: The civil affairs departments of the people's governments of provinces, autonomous regions, municipalities directly under the Central Government and above can register. (However, if the original capital exceeds 20 million yuan and the promoters apply to the Civil Affairs Bureau for establishment, they may register with the Civil Affairs Bureau. )

5. Name: The name of the foundation should reflect the business scope of public welfare activities. The name of the foundation shall include the name and business scope of public welfare activities in turn, and end with the word "foundation". No font size shall be used in the name of a public offering foundation. A national public offering foundation shall use the words "China", "China", "China" and "China" in its name. Non-public offering foundations shall not use the above words. Local public funds and non-public funds registered by the civil affairs departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall be marked with the names of administrative divisions at or above the county level. Where the names of administrative divisions below the provincial level are used, the names of provinces, autonomous regions and municipalities directly under the Central Government may be used at the same time. Where the name of a municipal district is used, the name of the city shall also be used. The name of a public offering foundation shall not be the name of a natural person, legal person or other organization.

6. The name of a non-public offering foundation may be the name of a natural person, legal person or other organization, but it shall meet the following conditions: the use of the name or shop name of a natural person, legal person or other organization requires the consent of the natural person, legal person or other organization; The name of a natural person sentenced to deprivation of political rights for a crime shall not be used; Generally, the names of party and state leaders and revolutionaries of the older generation are not used.
