3. The Guiding Opinions of the General Office of the State Council on Establishing a System of Emergency Relief for Diseases clearly states that all provinces and cities should set up emergency relief funds for diseases at different levels to provide assistance to patients who need emergency treatment in case of acute and critical illness, but whose identities are unclear or unable to pay the corresponding expenses. Medical institutions can apply for subsidies from the disease emergency relief fund for the expenses incurred by their emergency treatment.

The Opinions on Further Improving the Urban and Rural Medical Assistance System makes it clear that the relief population is not only members of urban and rural low-income families and five-guarantee families, but also other families with financial difficulties should be gradually included in the scope of medical assistance. Other families with financial difficulties mainly include seriously ill patients from low-income families and other people with special difficulties as stipulated by the local government.
