Chapter I General Provisions Article 1 The National Natural Science Foundation of China (hereinafter referred to as NSFC) will organize a number of major research projects with great significance, clear objectives and good foundation in a planned and step-by-step manner, strengthen project management, promote the transformation of achievements and make more effective contributions to the four modernizations. Article 2 The organization of major projects must implement the strategic policy that economic construction must rely on science and technology, and science and technology must face economic construction. Handle the relationship between current and long-term, positioning and reserve, application and foundation, and coordinate the relationship with high technology, key research projects during the Seventh Five-Year Plan and state key laboratories. Article 3 The National Science Foundation of China shall set up a leading group for major projects, which shall be responsible for the unified deployment of major projects, the comprehensive balance of funded projects and funds, and guide and coordinate the establishment, evaluation, management and achievement evaluation of major projects of the Ministry of Science. The leading group of major projects relies on the Ministry of Science to carry out its work, and its office is located in the General Administration. Chapter II Principles of Project Establishment Article 4 Major projects must really belong to the frontier fields of science and technology, which can reach the international advanced level through hard work, or research that has been proved to have great application prospects in the development of emerging technologies through previous research, and research that is conducive to giving full play to China's natural resources advantages and is expected to achieve greater benefits. Fifth major projects should have the overall thinking and objectives, the topics should be organically linked, and cooperative research can be organized to give full play to the advantages of interdisciplinary and cross-sectoral. Sixth major projects should have innovative academic ideas and research methods, advanced, reasonable and feasible research programs, leading domestic research foundation and necessary experimental conditions. Seventh major projects should have academic leaders with high academic level and strong organizational ability and corresponding academic echelon, and can form a national research team. Eighth major projects should be conducive to the combination of scientific research and production, and accelerate the popularization and application of scientific research results; It is conducive to the combination of scientific research and education, and to the development and training of high-level talents. Chapter III Project Establishment and Approval Procedures Article 9 According to the needs of the four modernizations, the development trend of disciplines and the requirements of the national science and technology plan, the scientific departments of the National Natural Science Foundation of China put forward the strategic thinking and funding direction for organizing major projects on the basis of full investigation and extensive consultation with experts. Tenth relevant departments or experts can put forward major project proposals, fill in the "major project proposal form", and the expert suggestions will be sent to the leading group of major projects of the National Science Foundation after being summarized and balanced by the departments. Article 11 According to the strategic assumption of discipline development and the possibility of funds, all departments of the National Natural Science Foundation of China will screen, merge, supplement and adjust the proposed projects, put forward suggestions for major projects, solicit experts' opinions, and organize relevant departments and experts to discuss the discipline composition, research content and objectives, key scientific issues, research technical route, research team, budget and expected results of the projects after being examined and approved by the leading group of major projects, and then the applicants will submit a joint application. Twelfth according to the evaluation project, the establishment of a major project evaluation team composed of members of the discipline evaluation team and related experts. After the approval of the director or deputy director of the National Natural Science Foundation of China, organize the defense and back-to-back review of the project significance, research plan, academic leader level and team structure, budget, etc. Put it in the application. The relevant science departments of the National Natural Science Foundation of China put forward evaluation opinions, funding plans and funding allocation plans for the evaluation projects according to the opinions of the evaluation teams of major projects and the evaluation opinions written by experts attending the meeting, and fill in the evaluation opinions of major projects and send them to the leading group of major projects. Thirteenth major projects leading group can make a comprehensive balance of the projects that have been reviewed, and each science department will notify the project leader to organize and fill out the Major Project Task Book (in quintuplicate) according to the review opinions. Article 14 The task book of major projects shall be reviewed by the relevant science departments of the National Natural Science Foundation of China and submitted to the Committee meeting for approval. The approval notice is issued by the director or deputy director of the National Science Foundation of China. Fifteenth major project evaluation should be scientific and democratic, adhere to the principle of merit, fair and reasonable. Project participants and their related personnel must avoid evaluation activities. Experts and staff participating in the review must be responsible for keeping the review confidential. Chapter IV Project Funds Article 16 The funds for major projects shall be appropriated from the National Natural Science Fund for special purposes, and adjusted annually according to the needs of scientific development and the total amount of science funds. Major projects should ensure that the annual average intensity of the project is higher than that of the general funded projects. Seventeenth major projects are funded by the National Science Foundation of China and relevant departments. The proportion of funds undertaken by the department shall be treated differently according to the nature of the project and the funds of the department. Encourage horizontal contact and strive for multi-channel funds.
The budget should be carefully calculated, strive to save, and make full use of the existing conditions of the unit and the conditions of cooperation in the region; The scope of expenditure is limited to the expenses directly needed for the research work of funded projects, excluding feudal and large-scale instruments and equipment. Special need to purchase large-scale instruments and equipment, to explain the reasons in detail, in case of trial.
