Does fraudulent use of medical insurance constitute a crime?

The medical insurance card is for the insured's personal use only, and it is not allowed to be lent, fraudulently used, altered or forged. Whoever impersonates, fraudulently uses or steals another person's medical insurance card to seek illegal benefits, which constitutes a crime, shall be dealt with by the relevant departments according to law, and shall be investigated for criminal responsibility according to law.
