1. The development of the north of the city must solve the quantification of collective land equity. The key is how to balance the interest pattern, adjust the relationship between villages, and coordinate the social development of the north of the city. 2. In terms of goals, it focuses on enhancing the ability of low-income farmers to get rich, increasing the income level of low-income farmers, targeting poverty alleviation targets, targeting the causes of poverty, carrying out targeted poverty alleviation, and improving the social participation and self-development capabilities of relatively disadvantaged people.
