1. Increase investment intensity and work intensity and continue to promote stable agricultural development 1. Never relax in food production.

To ensure the effective supply of agricultural products, we must first stabilize food production and ensure that there is no landslide.

It is necessary to effectively implement the "rice bag" provincial governor responsibility system, continue to carry out actions to steadily increase grain production, do everything possible to stabilize grain sowing area, expand production of scarce varieties, and strive to improve unit yield and quality.

Continue to implement the national plan for adding 100 billion kilograms of grain production capacity and accelerate the improvement of the production capacity of 800 major grain-producing counties (cities, districts, farms).

2. Pay close attention to the supply of "vegetable basket" products.

To grasp the "vegetable basket" well, we must build vegetable gardens and manage vegetable stalls well.

It is necessary to accelerate the promotion of regional layout, standardized production, and large-scale planting, and improve the overall supply guarantee capability and quality and safety level of "vegetable basket" products.

We will vigorously develop facility agriculture, continue to build horticultural crop standard gardens and livestock and poultry aquatic product demonstration fields, and start the construction of demonstration counties to promote overall agricultural standardization.

Implement the national vegetable industry development plan and support advantageous areas to strengthen vegetable land infrastructure construction.

3. Increase agricultural investment and subsidies.

We will continue to increase fiscal expenditures for "agriculture, rural areas and farmers", continue to increase national fixed asset investment in agriculture and rural areas, and continue to increase investment in agricultural science and technology to ensure that both increment and proportion increase.

Give full play to the government's leading role in agricultural science and technology investment, ensure that the growth rate of fiscal agricultural science and technology investment is significantly higher than the growth rate of fiscal regular revenue, gradually increase the proportion of agricultural research and development investment in agricultural added value, and establish a long-term mechanism for stable investment growth.

4. Improve the level of rural financial services.
