The relevant administrative departments of science and technology, economy and trade of the people's governments at or above the county level shall be responsible for the development of high-tech industries in accordance with the provisions of laws and regulations and the scope of their respective duties. Chapter II Industrialization of High-tech Article 6 The provincial people's government shall regularly publish guidelines on key areas of high-tech industrialization that give priority to development. Article 7 People's governments at or above the county level shall encourage, support and guide the implementation of high-tech industrialization demonstration projects according to the needs of industrial structure adjustment and economic growth mode transformation. Article 8 Units and individuals are encouraged to research and develop high-tech within the administrative region of this province, obtain high-tech intellectual property rights, implement the transformation or industrialization of high-tech achievements, and obtain corresponding special fund support in accordance with the relevant provisions of the state and the province. Article 12 Encourage and guide enterprises engaged in the development of high-tech industries to explore the international market, produce high-tech products that meet international standards, participate in various international economic and technological regional construction and trade activities, set up overseas institutions as needed, and promote the internationalization of high-tech industries. Chapter III High-tech Industrial Development Projects and High-tech Enterprises Article 13 The accreditation and evaluation system for high-tech industrial development projects and high-tech enterprises shall be established and implemented.
The identification and review of high-tech industrial development projects shall be the responsibility of the administrative department of development and reform of the provincial people's government, and the identification and review of high-tech enterprises shall be the responsibility of the administrative department of science and technology of the provincial people's government.
Enterprises and high-tech enterprises that implement high-tech industrial development projects enjoy preferential policies stipulated by the state and these regulations, and may apply for corresponding special funds from the state and the province. Fourteenth the implementation of high-tech industrial development projects and new high-tech enterprises for the production and operation of high-tech industries, can be exempted from urban infrastructure supporting fees. Article 15 products with independent intellectual property rights formed by the implementation of high-tech industrial development projects and independent innovation of high-tech enterprises shall be confirmed by the relevant departments of the provincial people's government and included in the government procurement catalogue.
Fixed assets invested and purchased with government financial funds shall, under the same conditions, give priority to purchasing products listed in the government procurement catalogue. Sixteenth high-tech enterprises should extract not less than 5% of the current year's sales revenue for technological innovation. Chapter IV High-tech Industrial Development Zones and High-tech Industrial Bases Article 17 The term "high-tech industrial development zones" as mentioned in these Regulations refers to special economic zones established with the approval of the people's government of the State Council or the province to promote the development of high-tech industries.
The term "high-tech industrial base" as mentioned in these Regulations refers to a specific area with distinctive characteristics and certain domestic or international competitiveness, which is approved by the relevant departments of the State Council or the provincial people's government to promote the formation of large-scale high-tech industrial production capacity and high-level R&D capability.
The provincial people's government shall organize and coordinate the people's governments at all levels and their departments to support the construction and development of high-tech industrial development zones and high-tech industrial bases. Eighteenth high-tech industrial development projects and high-tech enterprises are encouraged to gather and develop in national and provincial high-tech industrial development zones or high-tech industrial bases.
