IV. Problems in Community Neighborhood Committees and Service Stations

(1) Dislocation of roles and overburdening of Community Neighborhood Committees

As residents' autonomous organizations, Community Neighborhood Committees are not first-class state administrative organizations and have no administrative power to control and promote various undertakings in the community. However, the "autonomy" system is not perfect, and the administrative power intervenes in the community. Almost all administrative departments at higher levels can hand over tasks and set targets to the community neighborhood committees and make demands on the community. The situation of the neighborhood committees is that they have great responsibilities, little rights, many things, less funds, low treatment and weak strength, resulting in overloaded labor of the community neighborhood committees. Without the extensive participation of residents, no matter how rich the material resources are, they cannot be used. However, influenced by subjective and objective factors, there is a serious sense of alienation among community residents in China. Residents are less concerned about the common interests of the community, have a weak sense of community, and lack a sense of identity and belonging. However, the traditional participation mode is too narrow and rigid to improve residents' sense of identity.

There is a serious shortage of community service funds. At present, there are four main sources of funds for community service. First, the government's capital investment in community service. Its specific forms are direct special financial allocation, free provision of venues, facilities and tax relief. Second, social donation, which is a non-recurrent source of funds. Third, the investment of prize-winning fund has become the main source of funds for the development of social welfare in China. The fourth is the self-accumulation of community service. Due to the welfare and public welfare characteristics of community service, its own accumulation ability is quite weak, and the amount of accumulated funds is also very limited. Fifth, the investment accumulated by the community itself. Because of the obvious differences in resources owned by each community, this part of the investment is obviously unbalanced. The resources available for service in the community are scattered. Due to the long-term implementation of the planned economy system, the units in the community have formed a relatively complete set of service resources, which are mainly used for their own internal use. Although some resources and functions have been attributed to the society with the transfer of the management system, the long-term thinking inertia determines that this attribution is an incomplete one. Therefore, strengthening the integration of community resources is also an important issue in the current community service work.

(1) Reducing the unreasonable workload of neighborhood committees, clarifying the rights and obligations of community organizations, gradually rationalizing the relationship between government organizations and neighborhood committees, and effectively reducing the unreasonable burden of neighborhood committees is an important measure to strengthen the service function of neighborhood committees for the people. First of all, government organizations at all levels should clarify the work functions of neighborhood committees in accordance with relevant laws and policies and combined with local actual conditions, so that neighborhood committees have the right to refuse unreasonable apportionment tasks.

(II) Community members should establish a new concept of community participation

(3) Enhance investment and help in various aspects of the work of neighborhood committees
