It is reported that the adjustment of medical insurance treatment policy has reduced the proportion of out-of-pocket medical expenses of insured persons by about 9% on average, and expanded the benefit range of outpatient medical expenses subsidies for special chronic diseases. This policy adjustment will be implemented from May 1 day.

The new policy has four main contents.

In terms of reducing the hospitalization deductible standard, the current hospitalization deductible standard in Harbin is: 240 yuan, a community health service institution; First-level medical institution 300 yuan, second-level medical institution 600 yuan and third-level medical institution 900 yuan. The new policy will reduce the minimum threshold of hospitalization for urban workers by 20% on average, namely: 200 yuan, a community health service institution; First-level medical institution 240 yuan, second-level medical institution 480 yuan and third-level medical institution 720 yuan.

In terms of raising the maximum payment limit of the overall fund, the current maximum payment limit of the overall fund in Harbin is 26,000 yuan, and the new policy will double the maximum payment limit of the medical insurance overall fund to 52,000 yuan.

In terms of reducing the proportion of personal burden of hospitalization medical expenses, the proportion of personal burden of hospitalization medical expenses of urban workers' basic medical insurance is reduced by 2%~5% according to the medical expenses, and the reduction focuses on the sections where hospitalization medical expenses are concentrated. Namely: 1. If the original hospitalization medical expenses are between 5000- 10000, employees pay 14% and retired employees pay 1 1%. It is now adjusted to 12% for on-the-job employees and 9% for retired employees. 2, the original hospitalization medical expenses in 10000 ~ 26000, employees pay 16%, retired employees pay13%; Now it is adjusted to hospitalization medical expenses 10000 ~ 52000, with employees paying 14% and retired employees paying 1 1%. 3. In terms of increasing the number of outpatient treatments for some special chronic diseases, in 2007, Harbin gave medical expenses subsidies for outpatient treatments for some special chronic diseases.
