The money fined by traffic police usually belongs to the relevant government departments or institutions.

As a driver, if there are illegal driving behaviors, the traffic police will punish them according to law. The traffic police were fined for enforcing traffic laws and maintaining public order. The fines and confiscated articles of traffic police who violate traffic regulations shall be owned by the state. According to China's "Regulations on the Administration of Confiscation", the fines and confiscations of traffic police must be turned over to the state treasury, and local governments and institutions may not detain them. If there is detention, it is illegal to use fines. Traffic police fines are generally paid to relevant government departments or institutions, such as traffic management departments or public security organs.

The use of traffic violation fines is as follows:

1, fiscal revenue. Strictly speaking, the traffic police really have our fine in their salary. Because there are three sources of funds for administrative organs: full appropriation, balance allocation and self-supporting. The traffic police department is basically self-supporting, and they will hand over part of our fines to the finance, and the other part is the distribution of the traffic police department to maintain its own business, general administrative expenses and wages and bonuses;

2. Transportation infrastructure construction. After the fines for traffic violations are handed over to the local finance, they will be used for traffic infrastructure construction in a planned way. Including investment in roads, bridges, stations, docks, transportation and transportation agencies, as well as towing, hoisting and storage of traffic roadblocks and vehicles violating traffic regulations;

3. Traffic accident rescue fund. It can be simply understood that this is the expenses paid in advance after the traffic accident because the actor or the victim cannot provide medical expenses, including the rescue expenses exceeding the compulsory insurance liability limit, the expenses of the motor vehicle that caused the accident not participating in compulsory insurance, and the expenses of escaping after the accident.

The way to pay the fine after the traffic police punishment is as follows:

1, online payment: many areas provide online payment of fines. You can pay online through the websites of relevant government agencies or mobile applications. Need to provide the corresponding personal information and ticket number;

2. Pay at the bank counter: You can use your ticket, cash and bank card to pay at the designated bank counter. The counter staff will help you complete the payment procedures;

3. Self-service payment machines: There are self-service payment machines in some areas, which can bring tickets, cash, bank cards, etc. Pay at the self-service payment machine;

4. Post Office Payment: In some areas, tickets can be paid at the local post office. The counter staff will help you complete the payment procedure.

In summary, all the fines collected by the traffic police were turned over to the state treasury. The traffic administrative department of the public security organ shall, in accordance with the provisions of relevant laws and administrative regulations, separate the fine decision from the fine collection; Fines collected according to law and confiscated illegal income shall all be turned over to the state treasury. Traffic police fines generally need to be paid within 15 days. If they don't pay within 15 days, there will be a late fee of 3% every day.

If the owner or manager of a motor vehicle fails to take out compulsory motor vehicle third-party liability insurance in accordance with the provisions of the state, the traffic administrative department of the public security organ shall detain the vehicle until it is insured in accordance with the provisions, and impose a fine of twice the insurance premium payable in accordance with the provisions.

All fines paid in accordance with the preceding paragraph shall be included in the social assistance fund for road traffic accidents. Specific measures shall be formulated by the State Council.

Article 67 of the Administrative Punishment Law of the People's Republic of China

The administrative organ that makes the decision on the fine shall be separated from the institution that collects the fine.

Except for the fines collected on the spot in accordance with relevant laws and regulations, the administrative organ that made the decision on administrative punishment and its law enforcement personnel shall not collect the fines by themselves.

The parties concerned shall pay the fine at the designated bank or through the electronic payment system within fifteen days from the date of receiving the decision on administrative punishment. The bank should accept the fine and turn it over directly to the state treasury.
