Inner Mongolia’s pension planning standards are as follows.

1. Achieve the four unifications of basic pension insurance systems and policies throughout the region, that is, unify the payment base. Insured units and insured persons shall pay basic pension insurance premiums in accordance with the payment base uniformly stipulated by the autonomous region.

The payment ratio is unified, with the payment ratio of insured units being 20%, the contribution ratio of individual employees being 8%, and the contribution ratio of urban individual industrial and commercial households and flexible employment personnel being 20%.

Unify personal accounts. Personal accounts are uniformly credited with 8% of the salary paid by the individual. Interest is calculated according to the unified accounting interest rate announced by the autonomous region, and personal accounts are gradually consolidated.

Unified treatment standards. When insured persons reach the legal retirement age, basic pensions are calculated and paid in accordance with the methods stipulated by the autonomous region. The basic pension shall be subject to the adjustment methods of the autonomous region. The benefit items paid by the pension insurance fund shall be implemented in accordance with the regulations of the autonomous region.

2. The handling agencies at all levels must handle the pension insurance business in accordance with the unified basic pension insurance business handling process in the region, and use the unified basic pension insurance business management information system in the region to implement the basic data of insured units and insured persons.

Centralize management and comprehensively promote the standardization, institutionalization and informatization of pension insurance management.

3. The basic pension insurance fund shall be managed and used by the autonomous region as a whole, and autonomous region-level budget management and adjustment subsidy measures shall be implemented.

4. When insured personnel move within the autonomous region, only pension insurance relationships and personal account files will be transferred, but basic pension insurance funds will not be transferred.
