According to the spirit of the Notice on Adjusting the Basic Pensions for Enterprise Retirees in 212 issued by Ministry of Human Resources and Social Security and the Ministry of Finance (No.5 issued by the Ministry of Human Resources and Social Security [212]), with the consent of the provincial people's government, The relevant matters are hereby notified as follows:

1. Scope and target of adjustment

Persons who participated in the basic old-age insurance for enterprise employees in our province and went through the formalities of retirement, resignation or receiving regular living expenses before December 31, 211.

II. Adjustment Methods

According to the requirements of Ministry of Human Resources and Social Security and the Ministry of Finance, the basic pension for enterprise retirees is adjusted this time by combining general adjustment with appropriate inclination. The details are as follows:

(1) General adjustment of basic pension and living expenses for retired and resigned personnel

1. For those who retire, resign and receive regular living expenses, the basic pension (living expenses) will be increased by 1% of their monthly basic pension (living expenses) before this adjustment.

2. If the basic pension increased by retirees according to the standard of 1% is low, all localities can determine the adjustment standard according to the local pension insurance fund, financial affordability and pension replacement rate of retirees, combined with the payment period of retirees, and so on, within the range of not higher than 2 yuan in southern Jiangsu, not higher than 19 yuan in central Jiangsu and not higher than 18 yuan in northern Jiangsu; The standard of living for those who retire and receive regular living expenses can also be implemented mutatis mutandis. The specific measures shall be determined by the municipal people's government under the provincial jurisdiction.

3. For those who have reached the age of 7 before December 31, 211 (the age is subject to the date of birth determined at the time of retirement, the same below), those who have reached the age of 75, those who have reached the age of 75 and those who have reached the age of 8, and those who have reached the age of 8, 3 yuan, 4 yuan and 5 yuan will be issued separately for each retiree every month; 2 yuan, 3 yuan and 4 yuan will be issued separately each month for those who retire and receive regular living expenses.

(II) Appropriately issue some basic pensions for retirees

1. Old workers who participated in the revolutionary work before the founding of the People's Republic of China, who meet the requirements of the Labor Insurance [1983] No.3 document of the former Ministry of Labor and Personnel, will be issued a monthly 33 yuan.

2. Retired scientific and technical personnel with senior titles will be issued with 33 yuan per person per month in Zhenggao and 23 yuan per person per month in Sub-High School.

3. For retirees who joined the work before the end of 1953, 5 yuan will be issued each month.

4. Former industrialists and businessmen among retirees (including small traders, small handicraftsmen and small business owners who are distinguished from the former industrialists and businessmen) will each issue additional 5 yuan monthly.

for retirees who meet the above two or more conditions for additional issuance, the amount of additional issuance shall be determined according to the principle of high and non-repetition.

(III) Payment of living allowance for retired demobilized cadres of enterprises

For retired demobilized cadres of enterprises with low basic pensions, we will continue to follow the notice of the Ministry of Personnel and other departments on further implementing the spirit of Document No.82 [22] issued by the the State Council General Office of the Central Office of the CPC Central Committee and effectively solving the living difficulties of demobilized cadres of some enterprises (Office of the CPC Central Committee [23]29)

iii. sources of funds

the funds needed for this adjustment of the basic pension for enterprise retirees will be charged to the local basic endowment insurance funds. The cities and counties (cities) with insufficient basic old-age insurance funds are solved by the local governments themselves. The provincial support subsidy policy is in accordance with the Notice of the Provincial Department of Human Resources and Social Security and the Provincial Department of Finance on Printing and Distributing the Interim Measures for the Adjustment of the Provincial Overall Fund of Basic Old-age Insurance for Enterprise Employees in Jiangsu Province (Su Ren She Fa [21] No.343 Su Cai She [21] No.178) and On Printing and Distributing the Budget Management Measures for the Basic Old-age Insurance Fund for Enterprise Employees in Jiangsu Province.
