Jurisprudential analysis: The peak-valley time-of-use electricity price is adopted for industrial and commercial electricity and other electricity consumption (single system and two-part system) with the capacity of 0/00 kva or above in Hubei Power Grid, except for commercial electricity and non-resident lighting such as organs, troops, schools, hospitals and urban public lighting.

Legal basis: According to the Notice of Hubei Provincial Development and Reform Commission on Relevant Matters of Transmission and Distribution Price and Sales Price of Hubei Power Grid in 2020-2022, the price difference in different periods is adjusted reasonably, and the applicable scope of peak-valley time-of-use price is defined.

Time division:

Peak-valley time-of-use electricity price is divided into: peak period: 20:00-22:00(***2 hours); Peak hours: 9:00- 15:00(***6 hours); Flat section: 7:00-9:00, 15:00-20:00, 22:00-23:00(***8 hours); Off-peak hours: 23:00- 7: 00 the next day (* * * 8 hours).

Price difference setting:

Basic electricity price: the electricity price listed in the same period sales electricity price table of Hubei Power Grid, after deducting government funds and surcharges, is used as the basic electricity price calculated by peak-valley time-of-use electricity price.

Unified electricity price = basic electricity price+government funds and surcharges; Peak electricity price = basic electricity price × 180%+ government funds and surcharges; Peak electricity price = basic electricity price × 149%+ government funds and surcharges; Low price = base price ×48%+ government funds and surcharges.
