Article 1 Improve the overall level of Chinese medicine education. Establish the curriculum system of Chinese medicine specialty with Chinese medicine curriculum as the main line, and add the course of Chinese medicine epidemiology. Support Chinese medicine colleges and universities to strengthen the selection and training of outstanding students with profound knowledge and love of Chinese medicine. Strengthen the training of TCM thinking and clinical skills, and take it as the main content of students' academic evaluation. Strengthen the support for the "double first-class" construction of Chinese medicine colleges and disciplines. Layout and construction of about 100 first-class undergraduate specialty construction points of traditional Chinese medicine. Promote the construction of high-level TCM specialty groups in higher vocational colleges. Strengthening the clinical teaching function of traditional Chinese medicine in affiliated hospitals of colleges and universities.
Article 6 Ensure the implementation of government input. Governments at all levels, as the main bodies of public Chinese medicine hospitals, implement government investment policies on capital construction, equipment purchase, development of key disciplines and personnel training of public Chinese medicine hospitals. Support and promote qualified public Chinese medicine hospital construction projects through local government special bonds and other channels.
Article 8 Strengthen the support of financing channels. Actively support qualified Chinese medicine enterprises to go public for financing and issue corporate credit bonds. Encourage social capital to initiate the establishment of Chinese medicine industry investment funds and increase long-term investment in Chinese medicine industry. Encourage governments at all levels to support financing guarantee institutions to operate in compliance with laws and regulations, and increase the guarantee of bank loans for small and medium-sized enterprises in the field of Chinese medicine. Support credit service institutions to improve the ability of credit information collection and processing in Chinese medicine industry, encourage financial institutions to innovate financial products, and support the development of Chinese medicine characteristics.
