If the social donation fund or the directional funds provided by the outside world reach or exceed 1 10,000 yuan at one time, they may apply to the fund management committee for the establishment of a special fund with exclusive naming rights under the Innovation Fund.

The targeted funds provided to the outside world must specify the specific research fields or specific funded projects in advance in the agreement between the two parties, and this part of the funds shall be managed separately from the income and expenditure of other innovation funds. The fund management committee shall ensure the rational use of targeted funds in the research fields or specific projects stipulated in the agreement.
