Chapter II Subsidiary

Article 3. Chapter III Application and Approval

Article 5 Entrust the Study Abroad Service Center of the Ministry of Education to accept applications and conduct formal examination.

Article 6 Formal examination is mainly to examine whether the applicant and his application materials meet the following conditions:

1. The applicant is under 45 years old (inclusive);

3. The applicant has studied abroad for more than one year (including one year);

4. The applicant is engaged in teaching and scientific research in teaching and scientific research units after returning to China;

2. The urgent need for the applicant's professional direction in China;

3. The influence of the relevant disciplines of the applicant's work unit in domestic counterparts;

4. The software and hardware support conditions that the applicant's work unit can provide;

5. The role, significance, advancement and feasibility of the application subject;

6. Whether the budget is reasonable.

Article 8 The Service Center for Studying Abroad of the Ministry of Education shall, according to the experts' evaluation opinions, draw up the list and strength of funding, and submit it to the Department of International Cooperation and Exchange of the Ministry of Education for examination and approval.

Article 9 The Department of International Cooperation and Exchange of the Ministry of Education shall notify the work units of returned overseas students in writing, and publish relevant information on the Internet at the same time, without giving any feedback to the unsuccessful students.

Chapter IV Use and Management

Tenth start-up funds are mainly used for overseas students to initiate and establish scientific research work after returning home, and may not be used to go abroad or buy equipment unrelated to scientific research. Each unit shall establish separate accounts for start-up funds, and shall not withdraw management fees, and manage them according to the relevant financial regulations of the state; Under the supervision of the scientific research management department and the financial department of the unit, the grantee shall control it independently according to the approved use plan, and the fund shall be used for special purposes and shall not be used for other purposes.

Eleventh scientific research equipment purchased with start-up funds belong to state-owned assets and are included in the unified management of fixed assets accounts of funded units.

Article 12 When a grantee leaves his job for more than half a year or is transferred from his current work unit or his research work is interrupted for other reasons, his unit shall report the situation to the Department of International Cooperation and Exchange of the Ministry of Education in time and put forward solutions for the remaining funds and special matters, and shall not change the project leader without authorization, otherwise the Department of International Cooperation and Exchange of the Ministry of Education will handle it according to the specific circumstances.

Article 13 The Department of International Cooperation and Exchange of the Ministry of Education and its entrusted units shall conduct irregular follow-up inspection on the progress of funded scientific research projects and the use of funds. Depending on the seriousness of the case, the Ministry of Education will take measures such as informed criticism, withdrawal of funding, investigation of the parties' responsibilities, or not accepting the unit's re-application.

Article 14 After completing the expenditure or scientific research, the grantee shall report the financial final accounts and scientific research summary report audited by his unit to the study abroad service center of the Ministry of Education. In principle, the results of the fund will not be evaluated. The results that meet the requirements and need to be identified shall be submitted to the International Cooperation and Exchange Department of the Ministry of Education for examination and approval two months in advance in accordance with the procedures stipulated in the Measures for the Identification of Scientific and Technological Achievements after being audited by the unit or its competent department.

Article 15 When publishing academic papers and obtaining scientific research achievements, the donee shall indicate the words "Project supported by the Research Start-up Fund for Returned Overseas Students of the Ministry of Education". The English label is a project responded by the Returned Overseas Chinese Scholars Research Foundation, abbreviated as project-responded by SRF for ROCs, SEM.
