I am from Guizhou, and I am preparing to start my own business. I graduated in 2007. The policies are basically the same everywhere. This is the information I collected. I will share with you what I know! I wish we can all become rich. Haha; the following four points:

1. Implement a trial operation system. For college graduates engaged in self-employment, except for those whose operations require pre-approval, after registering with the local industrial and commercial office, a three-month trial operation will be implemented. During the trial operation period, industrial and commercial registration will not be required. If they continue to operate after three months, they will need to apply for industrial and commercial registration. Register with industry and commerce and enjoy preferential policies in accordance with relevant national and provincial regulations.

2. Preferential charging policy. Industrial and commercial administrative departments at all levels should set up special windows for college graduates to engage in self-employment to provide efficient, high-quality and fast services. For college graduates who are engaged in self-employment within two years of graduation, relevant administrative fees such as management, registration, and license fees will be exempted for three years from the date of first registration with the industrial and commercial department.

3. Preferential tax policies. For college graduates who start small and medium-sized enterprises and engage in self-employment, the tax department must actively handle tax exemption procedures for entrepreneurial entities within the prescribed time limit in accordance with relevant policies. Those who register as unemployed in local public employment service agencies and engage in self-employment and comply with relevant national conditions and policies will enjoy preferential tax policies in accordance with national regulations.

4. Preferential loan policies. Finance departments at all levels should arrange special funds based on actual conditions to establish college student self-employment guarantee funds to provide guarantee services for entrepreneurial college graduates to apply for loans. All financial institutions should favor small-amount guaranteed loans for self-employed college graduates, simplify loan procedures, shorten the approval time, and provide convenient and efficient financial services for college graduates to start their own businesses. If college graduates who are registered as unemployed and start their own businesses have insufficient self-raised funds, they can apply for small guaranteed loans of no more than 50,000 yuan and other forms of small loans. For those engaged in partnership and organized employment, the loan scale can be appropriately expanded in accordance with regulations. Those engaged in low-profit projects stipulated by the government can enjoy discounted interest support in accordance with regulations.
