Article 2 These Measures shall apply to the collection, use and management of price adjustment funds within the urban area of this Municipality. Article 3 The term "price adjustment fund" as mentioned in these Measures refers to the fund specially set up by the Municipal People's Government to regulate prices and stabilize the market. Article 4 The competent price department of the Municipal People's Government is the competent authority of the price adjustment fund, and is responsible for the collection, use and management of the price adjustment fund. City price adjustment fund management institutions responsible for the daily management of price adjustment funds. Finance, taxation, development and reform, supervision, auditing and other departments are responsible for the relevant work of the price adjustment fund according to their respective responsibilities. Chapter II Raising of Price Adjustment Fund Article 5 The price adjustment fund shall be raised from the society by the Municipal People's Government as a whole. Social expropriation is mainly levied according to a certain proportion from the income from raising the prices of commodities and business services set by the government, as well as the operating income or sales income of relevant producers and operators. Article 6 Price adjustment funds shall be collected from the society according to the following scope and standards:

Without approval, the price adjustment fund shall not be deferred, reduced or exempted.

The competent price department of the Municipal People's Government shall, within 10 working days from the date of accepting the application, put forward audit opinions and report them to the Municipal People's Government for approval. Chapter III Use of Price Adjustment Fund Article 10 The Municipal People's Government may use the price adjustment fund to adjust prices and stabilize the market through subsidies, subsidies and discount loans. , shall not be used in the form of capital injection, loans, etc.

The following conditions apply to price adjustment funds:

(five) other circumstances in which the Municipal People's Government decides to use the price adjustment fund. Article 11 The competent price department of the Municipal People's Government shall monitor and analyze the overall price level and the price trend of important commodities, and put forward a plan for the use of the price adjustment fund according to the price changes and their reasons, and organize the implementation after the approval of the Municipal People's Government. Article 12 Anyone who applies for the use of the price adjustment fund shall submit a written application to the competent price department of the Municipal People's Government, which shall put forward an audit opinion after soliciting the opinions of relevant departments and report it to the Municipal People's Government for approval before use.
