(1) Insurance coverage

3. Government subsidies. The government pays the new rural insurance basic pension in full to the insured who have reached the age of 60 and meet the conditions for receiving it. According to the basic pension standard determined by the central government, the central financial subsidy is 50%, the provincial financial subsidy is 30%, and the municipal and county financial subsidies are10% respectively; If it is not included in the national pilot scope, according to the basic pension standard determined by the central government, the provincial financial subsidy is 30%, and the municipal and district financial subsidies each bear 35%.
City, county (District) government subsidies to the insured payment, the subsidy standard is not less than 30 yuan per person per year. For groups with payment difficulties such as severely disabled people in rural areas, they will be insured according to the local minimum payment standard, and the county (district) government will pay 80% of the minimum pension insurance premium (80 yuan), and the required funds will be borne by the county (district) finance. These people enjoy the insurance premium paid by the government and the 30 yuan subsidy paid by the government; So some people choose a higher level of payment, and they can't enjoy the policy that the government pays the insurance premium. The insurance premium paid by the government should be recorded in the government subsidy part of his personal account, and the insured cannot inherit it when he dies.

The human and social departments at all levels should earnestly perform the supervision duties of the new rural endowment insurance fund, formulate and improve the management rules and regulations of the new rural endowment insurance business, standardize business processes, establish and improve the internal control system and fund audit system, monitor and regularly check the fund raising, distribution, transfer and distribution, regularly disclose the information on the new rural endowment insurance fund raising and payment, be open and transparent, and strengthen social supervision. When the insured person of the new rural insurance is transferred across regions, the new rural insurance relationship and personal account funds can be transferred to the new insured place, and they can be accounted according to the relevant standards of the new insured place and enjoy the corresponding treatment; If the new agricultural insurance has not been carried out in the place of immigration, the new agricultural insurance relationship and personal account funds can be temporarily stored in the original insured place and transferred when conditions permit.

Handling departments at all levels should carefully record the payment and treatment of rural residents, establish insurance files and keep them properly for a long time; It is necessary to establish a unified new rural endowment insurance information management system in the whole province, incorporate it into the construction of social security information system, and share information resources with other citizen information management systems.
