In 2000, everyone enjoyed medical care. From 65438 to 0977, the global strategic goal put forward by the World Health Organization (WHO) was "Health care for all in 2000" (HFA/2000 for short). In order to promote the realization of this goal, WHO and UNICEF held an international conference on primary health care in Almaty, Kazakhstan in 1978. The Almaty Declaration issued by the meeting clearly pointed out that promoting primary health care is the key and basic way to achieve this strategic goal.
