Charitable organizations that meet the conditions of a sound internal governance structure and standardized operations will be issued a public fundraising qualification certificate; if they do not meet the conditions, a public fundraising qualification certificate will not be issued and the reasons will be explained in writing.

Foundations and social groups that are stipulated by laws and administrative regulations to conduct public fund-raising from the date of registration shall be directly issued a public fund-raising qualification certificate by the civil affairs department.

Article 23 The following methods may be used to carry out public fundraising: (1) Set up donation boxes in public places; (2) Hold charity performances, charity matches, charity sales, charity exhibitions, charity auctions, charity evenings, etc. for the public;

(3) Publish fundraising information through radio, television, newspapers, the Internet and other media; (4) Other public fundraising methods.

Charitable organizations that carry out public fund-raising in the manner specified in Items 1 and 2 of the preceding paragraph shall do so within the jurisdiction of the civil affairs department where they are registered. If it is really necessary to conduct public fundraising outside the jurisdiction of the civil affairs department where they are registered, they shall report it to them.

The civil affairs department of the people's government at or above the county level where the fundraising activities are conducted shall be registered.

Donors’ donation behavior is not subject to geographical restrictions.

Charitable organizations that conduct public fundraising through the Internet shall publish fundraising information on the charity information platform unified or designated by the civil affairs department of the State Council, and may simultaneously publish fundraising information on its website.

Article 24 When conducting public fund-raising, a fund-raising plan shall be formulated.

The fundraising plan includes the purpose of fundraising, start and end time and region, name and office address of the person in charge of the activity, method of accepting donations, bank account, beneficiary, purpose of raised funds, fundraising costs, disposal of remaining property, etc.

The fundraising plan should be reported to the civil affairs department where the charitable organization is registered for record before carrying out fundraising activities.
