The Regulations on National Natural Science Fund recently promulgated by the State Council pointed out that scientific researchers should have the experience of supporting units, undertaking basic research projects or other basic research when applying for the National Natural Science Fund. According to the regulations, the scientific and technical personnel of the supporting units must have the experience of undertaking basic research projects or other basic research when applying for the support of the National Natural Science Foundation; Have senior professional and technical positions (titles) or doctoral degrees, or have two scientific and technical personnel with the same research fields as senior professional and technical positions (titles) recommended and other conditions. The person in charge of the Legislative Affairs Office of the State Council pointed out that the supporting units play an important role in the fund operation by providing assistance and corresponding research conditions for applicants to apply for fund support and implement fund-funded projects. The person in charge said that it is a common practice in many countries in the world to require applicants to have supporting units. In order to provide opportunities for researchers engaged in basic research who have no work unit or whose unit is not the supporting unit to apply for fund support, the regulations have adopted the opinions solicited from the public, stipulating that these researchers can obtain the consent of the supporting unit registered in the fund management institution or serve as its supporting unit. At the same time, in order to ensure the scientific and fair evaluation of fund-funded projects, the regulations stipulate that fund management institutions should first randomly select more than three experts from the peer expert database for exchange evaluation, and then organize experts to conduct meeting evaluation.
