Unemployed people cannot apply for the national study abroad fund.

Applicants should be official staff or registered students of institutions of higher learning, enterprises and institutions, administrative units at all levels and scientific research units. For the time being, applications from unemployed people, self-employed, students studying abroad or staff members will not be accepted.

Projects funded entirely by the National Scholarship Fund and scholarship exchange projects with relevant countries are selected by means of "individual application, expert evaluation, equal competition and merit-based admission", and the Scholarship Fund Committee entrusts relevant national scholarship application acceptance institutions (hereinafter referred to as acceptance institutions) to accept them, and the Scholarship Fund Committee does not directly accept applications from individuals and units. The accepting institution is responsible for consulting, accepting the application materials and reviewing the materials.
