In accordance with the "Administrative Licensing Law of the People's Republic of China" and the relevant provisions on the reform of the administrative approval system, the State Council The administrative approval projects of various departments were comprehensively sorted out. Administrative licensing items set by laws and administrative regulations will continue to be implemented in accordance with the law; normative documents other than laws and administrative regulations are set, but they really need to be retained and comply with Article 12 of the "Administrative Licensing Law of the People's Republic of China" According to the provisions of paragraph 2 of Article 14 of the "Administrative Licensing Law of the People's Republic of China", it is now decided to retain the administrative approval items and set up administrative licenses for 500 items.

In order to ensure that the administrative licenses set forth in this decision are implemented in a legal, open, fair and impartial manner, the relevant departments of the State Council shall make specific provisions on the conditions for the implementation of various administrative licenses listed in this decision and make them public. The procedures and deadlines for implementing administrative licensing shall be implemented in accordance with the relevant provisions of the Administrative Licensing Law of the People's Republic of China.
