According to the "Rules for the Activities of Owners' Congress and Owners' Committee" of the Ministry of Housing and Urban-Rural Development, the owners' committee is the office of the owners' congress in the community, similar to the NPC Standing Committee and the National People's Congress, except that the owners' congress is composed of all owners, and the owners' committee is the representative elected by the owners. Never sign a maintenance fund.
3. Community neighborhood committees or neighborhood offices perform their duties instead of owners' committees, which does not mean that they can exercise their rights instead of owners' committees, nor can they make decisions on behalf of all owners in the community. According to the relevant regulations, their organizers are responsible for convening and soliciting the opinions of the owners to vote, and other related work can only continue after statistics exceed two-thirds or half.
