Chapter 1 General Provisions Article 1 In order to strengthen the protection of the Nanjing city wall, promote the rational use of the city wall, and highlight the characteristics of the historical and cultural city, in accordance with the "Cultural Relics Protection Law of the People's Republic of China", the "Regulations on the Protection of Historical and Cultural Cities and Towns in Jiangsu Province", etc.

These regulations are formulated in accordance with laws and regulations and in light of the actual situation of this city.

Article 2 The Nanjing city wall (hereinafter referred to as the city wall) as mentioned in these regulations refers to the original capital city wall (including the palace city, the imperial city, the capital city, the outer walls and their ancillary buildings), including the city wall (gate), moat, city wall remains and city wall ruins

Article 3 These regulations shall apply to the planning, protection, utilization and management of city walls within the administrative area of ??this city.

Article 4 The protection of city walls should follow the principles of protection first, scientific planning, rational utilization, and legal management.

Article 5 The Municipal People's Government shall strengthen its leadership over city wall protection work and incorporate city wall protection work into the national economic and social development plan.

Funds for city wall protection, maintenance and management are included in the annual financial budget.

The district people's government shall cooperate in the work related to the protection of city walls within its jurisdiction.

Article 6 The Municipal People's Government shall establish a City Wall Protection Committee to be responsible for coordinating and guiding major matters concerning city wall protection.

The municipal administrative department for cultural heritage protection is the department in charge of city wall protection in this city, and its affiliated city wall protection and management agencies are responsible for the specific work of city wall protection and management.

Article 7 The Municipal People's Government shall carry out protection in accordance with the relevant standards of world cultural heritage, organize the systematic rescue and repair of city walls, the sorting, excavation, display and utilization of historical and cultural relics, as well as the environmental improvement and restoration of historical features along the route, through the establishment of museums, heritage parks, etc.

Article 8 The administrative department for cultural heritage protection shall organize and carry out publicity and education on city wall protection, enhance the public’s awareness of city wall protection, and do a good job in protecting intellectual property rights related to city walls.

Article 9: Any unit or individual has the obligation to protect the city wall and has the right to stop and report acts that damage or destroy the city wall.

Domestic and foreign organizations and individuals are encouraged to contribute to the establishment of funds for city wall protection.

The collection and use of funds shall be carried out in accordance with relevant national regulations.

The Municipal People's Government or the Municipal Cultural Heritage Protection Administrative Department shall commend and reward units and individuals that have made outstanding achievements in the protection of city walls.

Chapter 2 Protection and Utilization Article 10 The Municipal People's Government shall organize the preparation of a city wall protection plan and submit it to the Provincial People's Government for approval.

The city wall protection plan shall not be changed without authorization. If changes are indeed necessary, they shall be submitted for approval in accordance with the original approval procedures.

The preparation of the city wall protection plan should be connected with the Nanjing historical and cultural city protection plan, and the opinions of the public, experts and relevant departments should be widely solicited.

The approved city wall protection plan should be included in the regional control detailed plan, which is the basis for the protection, management and utilization of the city wall.

Article 11 The protection scope of city walls should be delineated.

According to the Nanjing City Wall Protection Plan, the city wall of the capital is divided into general sections and special sections. The protection range of the city wall in the general section extends outward from both sides of the wall base by no less than fifteen meters. The protection range of the city wall in the special section is determined according to the city wall protection plan.

The protection scope of the palace city and imperial city is determined according to the Nanjing Ming Palace Museum Site Protection Master Plan.

The protection scope of the outer wall body is defined by thirty to fifty meters on each side of the wall base (body).

Article 12 The following behaviors are prohibited within the city wall and its protection scope: (1) Constructing buildings (structures) and outdoor advertising facilities that have nothing to do with the protection or rational use of the city wall; (2) Engaging in construction, blasting, and drilling that may affect the safety of the city wall

, excavation, and stacking operations; (3) carving, painting, and posting on city walls and city wall protection signs; (4) dumping garbage and discarding waste that endangers the safety of city walls; (5) erecting, installing, and protecting city walls or reasonably

Using irrelevant equipment and devices; (6) demolishing city walls to obtain bricks, quarrying stones or soil, and planting crops; (7) driving piles, hanging wires, drilling holes, and laying mortar on walls without authorization; (8) storing flammable and flammable materials

Explosive items; (9) Engaging in activities that cause moisture, high temperature, radiation, vibration, etc. that endanger the safety of the city wall; (10) Other prohibited behaviors stipulated in laws and regulations.

Article 13 The municipal and district people's governments shall strengthen the landscaping management within the protection scope of the city wall and build a green belt that is in harmony with the city wall landscape and environmental ecology.

Trees and vines that harm the city wall are not allowed to be planted within eight meters on both sides of the existing city wall; tree species that do not block the city wall and root system and do not damage the city wall should be selected within eight meters on both sides of the city wall and within the protection range.

Existing trees that affect the safety of the city wall should be moved, and those that block the city wall should be pruned or moved.

Plants on both sides and top of the wall that endanger the safety of the city wall should be cleared regularly.

The ruins and relics of the city wall and the greening on both sides should be coordinated with the Ming Dynasty City Wall Scenic Belt.

Article 14: Construction control zones are delineated outside the protection scope of the city wall.

The construction control zone extends outward from the protection area by no less than fifty meters.

The construction control zones in special sections of the Beijing city wall are determined according to the city wall protection plan.
