Article 31 A project legal person shall apply for funds from the central budget and the South-to-North Water Diversion Project Fund by stages according to the progress of the project construction and the need for fund payment. The application for disbursement of funds shall explain the reasons for applying for the scale of funds, and report the use and balance of the funds that have been allocated in place last time and the use plan of the funds applied for this time.

the project legal person shall pay the construction funds to the construction management unit that implements the agent system and the entrustment system according to the construction management entrustment contract and the project construction progress.

article 32 the project legal person and the construction management unit shall, in accordance with relevant laws and regulations, formulate the management measures for the payment of construction funds, clarify the responsibility and procedures for payment review, and standardize the payment behavior of construction funds.

article 33 the project legal person and the construction management unit shall pay the contract price according to the contract. The contract price shall be settled by bank and shall not be paid in cash.

article 34 the contract price must be paid to the account name and account number agreed in the contract. When the payee changes the account name, bank and account number, it shall issue a written certificate with the official seal of its legal person and the signature of its legal representative.

article 35 before paying the final payment of the contract, the execution and acceptance of the contract shall be thoroughly cleared up, and the remaining problems shall be properly handled.
