Google CTS is Compatibility Test Suite in English and Compatibility Test in Chinese. Mobile devices need to pass the compatibility test (CTS) of android to ensure that programs developed on Android can run on mobile devices. Google didn't provide the Android Market application in the source code, because they hoped that all device manufacturers could pass the CTS test. If they pass the CTS test, they can apply to Google to use Android market, and Google will apply to the market.
