The term "employees" as mentioned in these Measures refers to the on-the-job personnel of the employing units, retirees as stipulated in these Measures and unemployed persons registered in this Municipality during the period of receiving unemployment benefits.
The insured units mentioned in these Measures refer to the employing units that have participated in social medical insurance.
The insured mentioned in these Measures refers to employees who have participated in social medical insurance. Article 4 The social medical insurance system follows the principles of combining fairness with efficiency, corresponding rights and obligations, and adapting the level of security to the development level of social productive forces. Article 5 The basic medical insurance adopts the fund management mode of combining social pooling with individual accounts.
Local supplementary medical insurance and maternity medical insurance shall be co-ordinated by the society.
The basic medical insurance fund, the local supplementary medical insurance fund and the maternity medical insurance fund are included in the social security financial accounts, and two lines of revenue and expenditure management are implemented, which are earmarked for special purposes. Misappropriation is strictly prohibited.
When the basic medical insurance fund, local supplementary medical insurance fund and maternity medical insurance fund are insufficient due to special circumstances such as disease outbreaks and serious natural disasters, the municipal finance will give subsidies. Sixth basic medical insurance is divided into two forms: comprehensive medical insurance and hospitalization medical insurance.
The following persons participate in comprehensive medical insurance:
(a) with the city's household registration (including blue-printed accounts, the same below) on-the-job personnel;
(two) retirees who have a household registration in this city before retirement and are paid the pension insurance benefits by the municipal social insurance institution on a monthly basis;
(three) retirees who have been registered in this city before retirement and participated in the overall planning of the original old-age insurance industry, and the social insurance institutions in Guangdong Province pay the old-age insurance benefits on a monthly basis;
(four) other on-the-job personnel as stipulated by the municipal government.
The following persons participate in hospitalization medical insurance:
(1) On-the-job personnel who are not registered in this Municipality;
(two) by the municipal social insurance institutions to pay monthly pension insurance benefits of non registered retirees in this city;
(3) Unemployed persons registered in this Municipality and receiving unemployment benefits.
Upon application by the employer, employees who are not registered in this city can also participate in comprehensive medical insurance. Article 7 Persons participating in comprehensive medical insurance or hospitalization medical insurance shall also participate in local supplementary medical insurance.
On-the-job personnel with the city's household registration should also participate in maternity medical insurance. Article 8 The municipal social insurance management institution established by the Shenzhen Municipal People's Government (hereinafter referred to as the municipal government) is in charge of the medical insurance work in this Municipality.
Health, medicine, price, planning, finance and other relevant departments should assist the municipal social insurance institutions to do a good job in medical insurance. The source of local supplementary medical insurance fund is local supplementary medical insurance premium and its interest and other income.
The source of maternity medical insurance fund is maternity medical insurance premium and its interest and other income. Tenth basic medical insurance premiums, local supplementary medical insurance premiums and maternity medical insurance premiums are determined according to the following provisions:
(a) to participate in comprehensive medical insurance for on-the-job personnel, with my total monthly salary as the payment base. If the total wages of on-the-job personnel exceed 300% of the average monthly wages of urban workers in this Municipality last year, the payment base shall be 300% of the average monthly wages of urban workers in this Municipality last year; If the total monthly salary is lower than 60% of the average monthly salary of urban workers in this city last year, 60% of the average monthly salary of urban workers in this city shall be the base of payment;
(two) to participate in hospital medical insurance personnel, with the average monthly salary of urban workers in the city last year as the payment base;

(four) the retirees stipulated in the third paragraph of the second paragraph of article sixth shall be based on the average monthly salary of urban workers in this city in the previous year before retirement;
(five) the payment base of local supplementary medical insurance and maternity medical insurance shall be calculated according to the payment base of basic medical insurance. Eleventh employers and employees pay the basic medical insurance premium, local supplementary medical insurance premium and maternity medical insurance premium according to the following standards:
(a) comprehensive medical insurance premiums, employees pay 8% of the payment base, of which 6% is paid by the employer and 2% by the individual employees; The retirees specified in Item 2 of Paragraph 2 of Article 6 shall be paid by the municipal social insurance institution according to the payment base of 1 1.5%, and the expenses shall be paid from the basic old-age insurance fund; The retirees specified in Item 3, Paragraph 2 of Article 6 shall be paid in full at one time by the original employer according to the payment base of employees before retirement 1 1.5%× 12 months×18 years;
