Rule number one In order to implement the important instructions of "supporting Hainan University to establish a world-class discipline" and the decision-making arrangements of "Action Plan for Millions of Talents Entering Hainan (20 18-2025)" and "Gathering the efforts of the whole province to run Hainan University well", we will speed up the implementation of the development strategy of strengthening Hainan University with talents and further increase the introduction of outstanding talents at home and abroad.
Strengthen the pertinence and effectiveness of talent introduction, concentrate superior resources, increase the intensity of national talent introduction, and effectively improve the core competitiveness of the talent team. According to the Regulations on Personnel Management of Public Institutions and the Implementation Measures for Open Recruitment of Staff in Public Institutions in Hainan Province (No.518) and other documents, combined with the actual situation of the school, these measures are formulated.
Rule number two The high-level talents introduced by the school are divided into five levels according to the Classification Standard of High-level Talents in Hainan Province (20 19) (Qiong Talent Office [20 19] 13). Other talents at the same level can adopt "one thing, one discussion".
Generally, the introduced masters are not over 65 years old, outstanding talents are not over 55 years old, leading talents are not over 50 years old, top talents are not over 45 years old, and other high-level talents are not over 35 years old. (Humanities and social sciences or overseas talents can be appropriately relaxed)
Rule three. The treatment provided by Hainan Province.
(1) For master talents, outstanding talents and leading talents, rent-free apartments shall be provided for those who can live with bags according to the standards of no more than 200m2,180m2 and150m2 respectively. After working full-time for five years, the government will give 80% of the property rights free of charge, and after eight years, the government will give 100% of the property rights.
(two) master's talents and outstanding talents are directly included in the scope of key experts in the provincial party Committee's contact service, and leading talents are recommended to participate in the selection of key experts in the provincial party Committee's contact service.
(three) the top talents (under 50 years old) housing rental subsidies 5000 yuan/month, or housing subsidies 60 thousand yuan/year.
(four) other high-level talents (under 50 years old) housing rental subsidies of 3000 yuan/month, or housing subsidies of 36 thousand yuan/year.
(5) According to the relevant policies of Hainan Province, all kinds of high-level talents enjoy service guarantee treatment in terms of settlement, children's education, spouse employment and medical security.
The cumulative payment of housing rental subsidies shall not exceed 36 months, and the cumulative payment of housing subsidies shall not exceed 3 years. The application shall be completed within 5 years from the date of talent introduction. The above treatment must be recognized by high-level talents in Hainan Province in order to enjoy the corresponding level of talent treatment. Article 4 The treatment provided by the school:
In order to solve the bottleneck of the shortage of ethnic talents in the school and speed up the construction of world-class disciplines and domestic first-class universities, the school will concentrate its superior resources to increase the introduction of ethnic talents, implement the introduction of precise talents, and give special talent allowances to the imported ethnic talents of "four greens" and above. (See paragraphs (1), (2) and (3) below for details. )。 )
(1) The salary, national (local) policy subsidies and other benefits given to the master talents by the school according to the professional and technical positions hired, and the talent allowance of 6.5438+0.5 million yuan/year (including the national and Hainan supporting talent allowance obtained in the name of the school). The school supports no more than 5 scientific research assistants (pre-hired teachers) and administrative assistants 1 person, giving priority to ensuring graduate enrollment indicators.
Remarks: The largest talent apartment for master talents is 200 square meters, with an average price of 20,000 yuan and 4 million yuan, and the settling-in fee is 6,543.8+0,000 yuan; It is estimated that the salary of first-level professors, national (local) policy subsidies and performance are about 300,000 yuan/year; The annual income during the first employment period shall not be less than (4 million× 0.8+110,000) /5 years+10.5 million+300,000 = 2.64 million yuan (before tax).
(2) According to the professional and technical posts, the school gives salaries and national (local) policy subsidies to the outstanding talents of the National Special Support Program for High-level Talents, the candidates of the Central Overseas High-level Talents Introduction Program, the winners of the Yangtze Scholar Award Program of the Ministry of Education, distinguished professor and the winners of the National Science Fund for Outstanding Young Scholars, and the talent allowance is 900,000 yuan/year (including the national and Hainan supporting talents allowance obtained in the name of the school).
The school supports the allocation of no more than 4 scientific research assistants (pre-employed teachers) and/kloc-0 administrative assistants, giving priority to ensuring the enrollment index of graduate students.
Remarks: The largest apartment for outstanding talents is 180 square meters, which is converted into 3.6 million yuan according to the average price of 20,000 yuan, and the resettlement fee is 700,000 yuan; Refer to the salary of the second-level professor and the national (local) policy subsidies and performance of about 250,000 yuan/year; The first employment period of outstanding talents with the title of national talents or above is equivalent to an annual income of not less than (3.6 million× 0.8+700,000) /5 years+900,000+250,000 = 6.5438+0.86 million yuan (before tax).
(3) According to the professional and technical posts, the school gives the candidates for the Central Youth Overseas High-level Talents Introduction Program, the Young Scholars Program of the Yangtze Scholar Award Program of the Ministry of Education, the leading talents of the National Special Support Program for High-level Talents, the top-notch young talents and the winners of the Science Fund for Outstanding Young Scholars, the national (local) policy subsidies, and the talent allowance of 600,000 yuan/year (including the national and Hainan provinces obtained in the name of the school). The school supports the allocation of no more than three research assistants (pre-employed teachers).
Remarks: The apartment with the highest talent for leading talents 150 square meters is converted into 3 million yuan at an average price of 20,000 yuan, and the settling-in fee is 500,000 yuan; The year-end performance is about 200,000 yuan/year with reference to the salary of three-level professors and subsidies from national (local) policies; The annual income of leading talents with the title of national talents or above is not less than (3 million× 0.8+500,000) /5 years+600,000+200,000 = 6,543.8+0.38 million yuan (before tax).
(4) For high-level talents who are equivalent to the above level but have no title of national talents, with the consent of the school, they can be assessed and identified by a third party, reported to the Standing Committee of the Party Committee of the school for approval, and then given the corresponding level of talent allowance and other treatment.
(five) the secondary units can negotiate the final salary with the imported talents according to their own situation. In addition to enjoying the relevant treatment of the school according to the position, other funds are raised by the secondary units themselves.

(7) Both husband and wife are introduced into our school according to high-level talents, and their resettlement expenses and research funds are implemented separately according to their respective introduction levels.
(8) half of the resettlement fee for the introduction of talents will be paid for the first time, and the rest will be paid in five years according to the assessment.
Article 5? The school encourages secondary units to vigorously introduce all kinds of foreign talents, and give corresponding treatment according to the academic level of overseas talents, among which the age condition of foreign doctors can be appropriately relaxed.
Article 6? High-level talents who enjoy the talent allowance must sign a work agreement with the school, specify the employment period and tasks, and pay the talent allowance according to the assessment, which shall prevail.
Article 7? After the first employment period (5 years) of high-level talents expires, they can be employed in the school according to the talent support plan after passing the examination. In principle, other benefits are higher than the first employment period except for the introduction benefits such as settling-in allowance and scientific research funds.
Article 8? These Measures shall come into force as of the date of issuance and are only applicable to the introduction of talents. Before the issuance of these measures, the standards and treatment for the introduction of talents who have passed the meeting but have not officially reported for duty shall be implemented in principle in accordance with the original provisions of the school. Before the promulgation of these measures, the introduced talents have been officially declared, and their introduction standards and treatment are still implemented according to the original provisions of the school; After the promulgation of these measures, the introduction, standards and treatment of talents shall be implemented in accordance with these measures, and the original provisions of the school shall no longer be implemented.
Article 9? Measures and procedures for the introduction of non-teaching and scientific research personnel such as managers, counselors and experimental teaching assistants shall be formulated separately.

School talents selected as "Four Greens" and above national talents (master's talents, outstanding talents under the National Special Support Program for High-level Talents, candidates for the Central Overseas High-level Talents Introduction Program, distinguished professor of the Yangtze Scholar Award Program of the Ministry of Education, winners of the National Science Fund for Distinguished Young Scholars, leading talents under the National Special Support Program for High-level Talents, and top-notch young talents).
Candidates for the Central Youth Overseas High-level Talents Introduction Program, candidates for the Yangtze Scholar Award Program of the Ministry of Education, and winners of the Science Fund for Outstanding Young Scholars can refer to these measures, define the employment period and tasks by signing a work agreement, and enjoy the same talent allowance and research funds as the imported talents. Specifically, the principal will preside over a special meeting for approval.
