1, develop infrastructure, expansion and technical transformation projects of new wall materials, and implement the policy of 0% adjustment tax rate for investment in fixed assets;
2, the development of new wall materials projects, can be included in the national development bank capital construction policy investment projects, can enjoy policy loans;
3, the development of new wall materials projects, the introduction of foreign advanced equipment, exempt from import equipment tariffs and value-added tax on imported products;
4, where enterprises use bulk coal gangue, Shanghai slag, fly ash as the main raw materials, the income from the production of building materials products, from the date of production and operation, shall be exempted from income tax for 5 years;
5. Building materials products mixed with not less than 30% of coal gangue, fly ash, Shanghai slag and other waste residues in enterprise-scale raw materials are exempt from product value-added tax;
6. The slag discharging unit shall not charge or charge fees in disguised form to the waste residue from the production of new wall materials in any name. Slag enterprises should actively support enterprises that use waste residue to produce new wall materials, and can also give subsidies if conditions permit;
7, for the production of new wall materials enterprises, depending on the specific situation of land use tax relief, the production of solid clay bricks enterprises should levy land use tax;
8, the application of new wall buildings in the northern region of energy-saving residential, the implementation of fixed assets investment direction adjustment tax rate of 0% policy;
9. It is forbidden to use solid clay bricks as filling materials for frame structures in urban construction, and it is forbidden to use solid bricks with strength grade lower than MU 10.0 for buildings with more than 5 floors;
10. Incorporate the development of energy-saving buildings and new wall buildings into the overall planning of urban buildings to ensure that new wall materials increase in a certain proportion every year;

12. Add a certain fee to the use of solid clay bricks, and establish a "special fund" for the development of new wall materials for the technical transformation of wall enterprises and the research and development of building application technologies;
13, all localities allocate a certain proportion of technical transformation funds for the technical transformation of wall materials enterprises;
14 heating areas should meet the national energy-saving design standards for civil buildings on schedule, and non-heating areas should make specific plans for the application of new wall materials in combination with improving the thermal environment of buildings, and vigorously organize their implementation, so as to promote the development of wall materials and insulation materials and promote the comprehensive promotion of energy-saving buildings;
