The joint meeting of "1+X" action project for college students' entrepreneurship held in Chuzhou District of Huai 'an City in May and June, 2009 was informed that the "1+X" project for college students' entrepreneurship in this district has been formally implemented, that is, every 1 college students' entrepreneurship has been supported by many departments in terms of funds, policies and project demonstration. "1+X" project is an initiative to actively encourage college graduates to start their own businesses under the current severe employment situation. According to the content of the project, the district will provide free entrepreneurship knowledge training for college students who are willing to start businesses in the district. For college graduates who bid for individual and private enterprises, the industrial and commercial departments provide relevant policies, regulations and information consulting services free of charge. Those who engage in self-employment and register in the industrial and commercial departments within two years after graduation, except for industries restricted by the state, will be exempted from all kinds of registration and license administrative fees within three years from the date of registration. In order to help college students solve the problem of capital shortage in the early stage of starting a business, the district has included college students' entrepreneurial projects in the scope of "Support Fund for the Construction of Credit Guarantee System for Small and Medium-sized Enterprises in Jiangsu Province" and "Small Loan Guarantee Fund for Re-employment". The amount of personal microfinance is generally 50,000 yuan, with a maximum of 654.38+10,000 yuan. For projects with low profit and non-low profit, the district finance gives full and 50% preferential treatment respectively. For self-employed college graduates, the actual business tax, urban maintenance and construction tax and other taxes should be deducted in turn according to the annual limit of 8,000 yuan per household. Relying on the resources of existing private industrial parks, the district has set up a business incubation base for college graduates and actively encouraged college students to invest and start businesses in the park. At the same time, the district stipulates that enterprises founded by college graduates will be given incentives and subsidies every year according to taxes and employment.
