In the early 1980s, in order to promote the reform of China's science and technology system and change the allocation mode of scientific research funds, 89 academicians of China Academy of Sciences wrote to the CPC Central Committee and the State Council, suggesting the establishment of a national natural science fund, which was approved by the CPC Central Committee and the State Council. Subsequently, under the cordial care of Comrade Deng Xiaoping, the State Council approved the establishment of the National Natural Science Foundation Committee in February 1986. The Natural Science Foundation insists on supporting basic research, and gradually forms and develops a funding pattern consisting of three series of research projects, talent projects and environmental conditions projects. In the past twenty years, the Natural Science Foundation has made great achievements in promoting the development of basic research of natural science in China, promoting the construction of basic disciplines, and discovering and cultivating outstanding scientific and technological talents.
System Construction of National Natural Science Foundation of China
In order to implement the deployment of the national medium-and long-term scientific and technological development plan, the National Natural Science Foundation of China (hereinafter referred to as NSFC) issued the "Eleventh Five-Year" development plan of NSFC in 2006. We should accurately grasp the strategic orientation of "supporting basic research, insisting on free exploration and playing a guiding role". Carry out the working policy of "respecting science, promoting democracy, advocating competition, promoting cooperation, encouraging innovation and leading the future", and implement the strategy of "source innovation, scientific and technological talents, innovative environment and excellent management" to promote the balanced, coordinated and sustainable development of all disciplines of basic science in China. According to the overall deployment of the country and the characteristics of the work funded by the National Science Fund, the priority development areas of 13 and the distribution of several departments were selected. The specific content will be reflected in this guide and future project guides.
About the conditions of the applicant
Condition 1. As applicants, the scientific and technical personnel of supporting units shall meet the conditions stipulated in the first paragraph of Article 10 of the Regulations of the National Natural Science Foundation of China (hereinafter referred to as the Regulations): they have undertaken basic research projects or have other basic research experiences; Have senior professional and technical positions (titles) or doctoral degrees, or have two scientific and technical personnel with senior professional and technical positions (titles) in the same research field. Some types of projects have special requirements for the applicant's conditions on this basis.
Condition two. Scientific and technical personnel engaged in basic research meet the conditions stipulated in the first paragraph of Article 10 of the Regulations, and they have no work unit or the unit where they work is not a supporting unit. After consultation with the supporting units registered with the Natural Science Foundation of China, and with the consent of the supporting units, you can apply for general projects and youth science fund projects, and you may not apply for other types of projects.
When applying for a project, such personnel should introduce their previous research work and current work unit in detail in the resume part of the application form, and provide proof that the supporting unit agrees to apply for the project, and submit it together with the paper application form as an attachment.
Condition three. Those who are studying for graduate degrees (those who have not obtained their degrees before the deadline for accepting applications by the Natural Science Foundation of China) are not allowed to apply for various projects as applicants, but the on-the-job personnel can apply for some types of projects through their employers with the consent of their tutors. At the same time, they should provide a letter signed by their tutors to explain the relationship between the applied projects and their dissertation, and undertake the guarantee of working time and conditions after the project is completed, and submit it as an annex with the thesis application.
On-the-job graduate students can apply for general projects, youth science fund projects, regional science fund projects and some joint fund projects (unless otherwise stipulated), but on-the-job graduate students may not apply for youth science fund projects.
Condition four. Scientific and technical personnel engaged in research in postdoctoral workstations need to provide a written commitment from the supporting unit to extend their term of office in postdoctoral workstations after receiving project funding until the project funding expires; Or stay in supporting units for scientific research after leaving the station. Otherwise, the Natural Science Foundation of China will not accept the project application of postdoctoral staff in this station.
Writing requirements of national natural science foundation application
Requirements 1. Before writing the application, the applicant should carefully read the Regulations, the Guide, the Measures for the Administration of Related Projects, and the notice and circular on accepting the application. If the current project management measures are in conflict with the Regulations and Guidelines, the Regulations and Guidelines shall prevail.
Requirement 2. The application shall be written by the applicant himself according to the writing outline, and pay attention to the fact that there shall be no content in the application that violates laws and relevant confidentiality provisions. The applicant shall be responsible for the authenticity and legality of the application materials submitted.
Requirement 3. According to the applied project type, accurately select "funding category", "subcategory description" and "remarks description". What needs to be "selected" can only be selected in the drop-down menu; You can type the corresponding text for the content that needs to be filled in; Some items "Remarks" need to be filled in strictly according to the relevant requirements of this guide.
Requirement 4. According to the research direction or research field of the application, the application code shall be accurately selected according to the Application Code of the National Natural Science Foundation attached to this guide, with special attention to:
(1) When selecting the application code, try to choose the last level (6 or 4 digits, except for special requirements such as key projects and joint fund projects).
(2) The application code 1 selected by the applicant is the basis for the Natural Science Foundation of China to determine the acceptance department and select the evaluation experts, with application code 2 as a supplement. Some types of project application code/kloc-0 and/or application code 2 need to select the specified application code.
(3) The initial letters of application codes are "L" and "J", which belong to special application codes and can only be selected when applying for special types of projects. If the first application code is "L", it will only be used to apply for NSFC-Guangdong Joint Fund, NSFC-Yunnan Joint Fund and NSFC-Xinjiang Joint Fund projects. The first type is "J", which is only used to apply for national basic science talent training fund, youth science and technology activities, bureau (office) entrusted tasks and other types of projects. If the above application code is selected when applying for general projects, youth science fund projects, regional science fund projects and other types of projects, it will not be accepted.
(4) The standardized selection of "application code", "research direction" and "keywords" is planned to be tried out in some disciplines, including geography (D0 1 and its subordinate application code), electronic and information system (F0 1 and its subordinate application code) and oncology I (h160/kloc-). Applicants in the above disciplines should refer to the application code, research direction and keyword list of the pilot disciplines when filling out the application form, and accurately select "application code 1" and its corresponding research direction and keywords. For details, please refer to "Special Concern" under "Application Acceptance" on the website of NSFC.
(5) If the applicant has any questions about the application code, please consult the relevant departments.
Requirement 5. The applicant and the main participants should sign the paper application form. If there are people outside the supporting unit (including graduate students, but excluding overseas personnel) among the main participants, their subordinate units shall be regarded as cooperative research units, fill in the information of cooperative research units in the basic information table of the application form and affix the official seal of cooperative research units on the signature page, and the name of the units filled in shall be consistent with the official seal. The cooperative research unit that has been registered with the Natural Science Foundation of China shall be stamped with the official seal of the unit registration; Unregistered cooperative research units shall be stamped with the official seal of the legal entity. 1 There are no more than 2 cooperative research units for application projects. (For example, the supporting unit of the First Affiliated Hospital of Sun Yat-sen University is Sun Yat-sen University. Please reserve time for stamping. Overseas personnel among the main participants are deemed to participate in the project declaration as individuals. If the paper application is not signed, it should be explained by self-signed paper documents such as letters and faxes that it agrees to participate in the project application and perform relevant duties, and it should be submitted together with the paper application as an annex.
Requirement 6. If the applicant or main participant with senior professional and technical position (title) belongs to one of the following circumstances, it should be indicated in the application resume: (1) The units that applied for or participated in applying for various fund projects in that year were inconsistent; (2) It is inconsistent with the units undertaking various fund projects.
Requirement 7. If the research content of the project applied by the National Natural Science Foundation of China has been funded by other channels or projects, the applicant shall explain the funded situation and the differences and connections with the applied projects in the application materials.
Requirement 8. Unless otherwise specified, the start date and year in the application should be 1 month; According to the fund cycle requirements of each project, the termination date is 20 1* year 65438+February.
Requirement 9. When downloading and using the new version of the application, be sure to delete all the previous version of the application template files.
Special instructions
In order to prevent academic misconduct and avoid repeated funding, the Natural Science Foundation of China will still compare the application contents through computer software and remind applicants to pay attention to:
Explanation 1. Projects with the same or similar contents may not apply to the same science department or different science departments for different types of projects;
Note 2. If the applicant is employed by more than one supporting unit, he shall not apply for projects with the same or similar contents through different supporting units;
Note 3. It is not allowed to apply for projects with the same or similar contents in the names of different applicants;
Note 4. It is not allowed to apply to the same science department or different science departments for repeated funding for projects that have been funded. Once the above situation is verified, it will be dealt with according to the seriousness of the case, and those who do have academic misconduct will be submitted to the supervisory Committee for handling.
