1. Conditions for receiving Xi’an maternity allowance in 2019: Only female employees who have participated in Xi’an maternity insurance and took maternity leave after January 1, 2018, or had a miscarriage can enjoy maternity allowance benefits.

2. Calculation method of Xi’an maternity allowance in 2019: Average monthly salary of female employees × 12 months ÷ 365 days × the following corresponding number of maternity leave days = maternity allowance payment amount.

Female employees are entitled to 98 days of maternity leave for normal births: 15 days of additional maternity leave for difficult births; and 15 days of additional maternity leave for each additional baby given birth to multiples.

A female employee who has a miscarriage before four months of pregnancy is entitled to 15 days of maternity leave; a female employee who has a miscarriage of four months or more is entitled to 42 days of maternity leave.

For example, the average monthly salary of a female employee in a company in Xi'an is 6,000 yuan. She gave birth to a baby on March 15, 2018, and took 98 days of maternity leave. The employee's maternity allowance subsidy amount = × 98 days of maternity leave = 19,332 yuan.

3. How to receive maternity subsidy in Xi'an in 2019: According to the provisions of the Municipal Human Resources and Social Security Bureau's [2018] No. 15 "Notice of the Xi'an Human Resources and Social Security Bureau on Issues Concerning the Inclusion of Maternity Subsidy into the Payment Scope of Maternity Insurance".

If a female employee’s maternity insurance has been paid for 12 months, the maternity insurance fund will pay the maternity allowance.

If a female employee’s maternity insurance has not been paid for 12 months, the employer will advance the maternity allowance, and the maternity insurance fund will pay it to the employer after the employee’s maternity insurance has been paid for 12 months.
